Any time I think of this topic, I feel like there should be a US-based card and a Japan-based card; it'd open up more spots and potential matches, different storylines and angles to build them up, and I think there are some WWE guys who'd thrive in front of a puro crowd/in puro style while some NJPW guys are kind of taken for granted by their home crowd a bit right now but are over like hell in the west.
I also like trying to book it as a full weekend of shows in both country (a more house-show like "road to" show, then the big supercards), but I'll make six marquee matches for each:
US-Based Card: WWE Heavyweight Championship Match: Kenny Omega (c) vs. AJ Styles Storyline: Simple, Bullet Club invasion of WWE with Kenny emphasizing that he's now taken everything from AJ; first he kicked him out of Bullet Club, now he's taken the belt he's held more than anyone else over the past couple of years. In this main event, AJ gets his chance at redemption.
Kazuchika Okada vs. Daniel Bryan Storyline: Why in God's name would you even need one? Best in the World vs. Best in the World. But if you want to do something long term, if Okada regained the IWGP title it could be on the line here after Bryan wins a Royal Rumble but decides he wants to challenge Okada, who doesn't appear at all on WWE television until he arrives at the supercard and gets the ultimate dramatic champion entrance of all champion entrances (at LEAST five velociraptors).
Tomohiro Ishii vs. Samoa Joe Storyline: Have these guys confront each other in a setting like the Royal Rumble and kill everyone around them so they can focus on chopping one another into ground beef. Ishii is introduced as a killer, Samoa Joe takes exception to someone claiming to be tougher than he is, done.
IWGP/WWE Tag Title match: The Young Bucks (c) (w/Marty Scurll or Cody) vs. The New Day Storyline: They've already made one for us! Matt and Nick need revenge for losing at Street Fighter.
KUSHIDA vs. Finn Balor Storyline: Yes, their paths crossed plenty in New Japan, but I like the idea that KUSHIDA only became Junior Ace after Devitt left, and both are in very different places now in their careers. KUSHIDA is also one of the absolute best workers on planet Earth, but gets taken for granted a bit in Japan, and this would be a fantastic international showcase for him and would give Balor a dynamite opponent to look great against as he's been stuck for too long without a good story. Alternative NJPW guy to use in this match: Will Ospreay
Jay White vs. Johnny Gargano Storyline: Poor Gargano is just a magnet for scumbags. Cue the Switchblade.
Other NJPW guys to bring to the US for the show: Hiromu Takahashi, Ryusuke Taguchi (he and Devitt need a happy reunion moment when he puts a "Taguchi America" together), Jushin Liger, all of Bullet Club.
Japan-Based Card: Shinsuke Nakamura vs. Tetsuya Naito Storyline: When Shinsuke left NJPW, Naito had only just returned from an excursion where he learned to be tranquilo. Shinsuke's also aware of all the work he put into building the IWGP IC title...and all the effort Naito put into destroying that belt. Naito sees Shinsuke as a relic who's memory won't go away from NJPW, and he wants to extinguish it so he can continue building his own legacy as the true shoyaku.
John Cena vs. Hiroshi Tanahashi Storyline: Both recognized as the men who were made to lead their respective promotions for over a decade, but who now each face the downsides of their careers. They go into it with the utmost respect toward one another, but have the type of match that escalates in heat and fighting spirit competition as each tries to prove he still has what it takes.
PANCRASE Style Match: Brock Lesar vs. Minoru Suzuki Storyline: Yeah, Suzuki's over huge in the west, but I like the idea of this story too much. Brock and Heyman come to Japan; through an interpreter, Heyman lays out that Brock recognizes the controversy that hovered over his IWGP title run and wants to make amends. Almost immediately, though, Lesnar keeps taking chances to abuse Young Lions, tossing them around and basically trying to eat them alive. This draws out Minoru Suzuki, who emphatically states while hitting the young boys with chairs that only HE is allowed to kill them.
Cesaro vs. Kota Ibushi Storyline: Not much of one, but historically Cesaro/Claudio has often done some of his most remarkable work with smaller, faster wrestlers, and Ibushi is on another plain of existence. These two could make magic and Cesaro would be well suited for puro.
NEVER Openweight Title Match: Kevin Owens vs. Hirooki Goto (c) Storyline: Two family men who couldn't be more different in disposition, but who can absolutely tear an opponent's arm off and beat them to death with it. Owens sees Goto as a loser because despite having a family to provide for he's never been willing to be like Owens and do whatever it takes to win the IWGP Heavyweight title, no matter how dishonorable. Goto takes offense at the abrasive Quebecer and also annoyed that he has to fight yet another beefy gaijin in a slugfest.
Rusev vs. Michael Elgin Storyline: I dunno, I just think these two could click really well.
Other WWE guys to bring to Japan for the show: Sheamus, the Shield, the original Wyatt Family.

Okay, get out of my head. Seriously, I sat here trying to figure out my card, then scrolled down, and this is so similar to what I was thinking. I had Elgin/Braun over Rusev/Elgin, hadn't figured out a Goto match except maybe Ziggler in a battle of the bridesmaids. Other things I'd like to see: Juice Robinson vs Heel Orton, or Ciampa Toru Yano vs Heath Slater Rollins/Reigns/Ambrose vs Evil/Sanada/Hiromu. LOT of fun interplay possibilities here- the freak athletes in Sanada/Rollins, the hosses in Reigns/Evil, and the madmen in Ambrose/Hiromu. Guerillas of Destiny vs The Usos. Neville vs Ospreay or Ishimori. Zack Sabre Jr vs William Regal. I know Regal's retired but dust him off for one night to stretch some sense into the little boy robot. New Japan Dads vs Cool Dads: Nagata, Tenzan & Kojima vs HHH, Undertaker & Kane.
