Pretty sure Jimmy Hart wrote it. He apparently wrote a lot of themes.

In addition to that, Jimmy wrote the Hart Foundation theme music that Jim Neidhart used in his 1994 heel run, Bret Hart's 1994-97 theme, Owen Hart's 1992-97 music, and Honky Tonk Man's theme, which was played regularly on WWF TV in 1996-97. Jimmy had a lot of his music used in the WWF and WCW at the same time.

It's hard to picture, but one of those matches is actually in the Hidden Gems section on the Network if you're ever curious.
