Now, don't get me wrong, I honestly don't believe that he will. But, this whole "World Cup" to see who is the "best in the world" in Saudi Arabia got me thinking: could Saudi money lure Punk back to the WWE for the event? Imagine Triple H on the phone: "Look, Phil, you don't like me and I don't like you. But these people are offering 20 million dollars to see you. What do you say?" I think even CM Punk would at least consider that one.

The Saudi’s seem interested in Attitude era stars , Punk is probably not their cup of tea . I wonder if enough money could lure Austin back for one more go around

I really don't think he'll ever come back. Just from his testimony in the trial and accounts from people he was friends with in the WWE he really seems set on never revisiting that part of his life.

I can't imagine any reason why Punk wouldn't or shouldn't accept bajillions of dollars to wrestle again, if the offer was made. His big complaint in the shoot that landed him in court was that WWE didn't run with him as a top megastar, rolling out the red carpet for him and playing to his ego sounds like exactly what he was looking for.
That said, I kinda doubt a Saudi prince who didn't realize Ultimate Warrior and Yokozuna are dead even knows who CM Punk is.

No,his big problem was not giving him a WM Main Event spot when he feel deserved to and giving all the spots for part-timers instead of the guys working hard and how management(Vince,Trips and CO) had heads up their asses. There was some ego sin there for sure but Punk is also a guy of principles. in that same shoot he made clear he didnt mind losing,putting over the shield,taking a pin to Rock or Cena, he just wanted that one dream spots he felt he deserves after his popular run as a Main Eventer.

There is an evil and dark portion of my mind that has a certain desire to see Punk return as a part timer; hogging the main event scene at Mania with a huge contract just to see some of the most extreme portions of his fandom tear itself apart trying to justify it after they spent years complaining about it.
