Is Matt Riddle gonna live up to the hype?

It kinda depends on what you mean by living up to the hype. I believe he will probably do quite well, but I don't know what his ceiling will be.

Eh, his whole thing is being a good wrestler who smokes weed. Beyond "Pot, man", there's not a whole lot of charisma there. There's really not a lot they can do with the guy.

I've got a feeling he'll fizzle but hopefully NXT will pull a Gargano/Ciampa and turn him into something more interesting and likeable than a stoner douche.

Athletically, he can do whatever he wants. From a booking perspective, the main roster writers won’t have any idea how to get him over. He’ll be the giant pop post-Mania with the audience chanting bro at the top of their lungs, but then the hard part will take over.

Will Vince & co understand goofy stoner babyface charm from a guy who could kick the ass of most people he comes across?

Can you make him an obnoxious heel? He would probably get cheered immediately.

His potential is off the charts, but I fear WWE will screw it up.

He's....definitely not the "Huge post-Mania pop" guy. Instead of chanting "Bro", it would be chanting "Who?". You're giving his star a lot more shine than it really has. He's an indy standout guy, but that's about it. And when he comes out barefoot in what looks like black boxer briefs.....yeah, he's gonna look like a goof.
