Disclaimer: Yes - the chances of Cena leaving WWE for any other wrestling company is one in a billion or more. That's not the point of the question.
The point is what would Cena's value in terms of being a draw be for whatever promotion could potentially offer him the kind of "stupid money" it would take for him to jump ship? In this scenario - let's say the Khan family decides they want to really up their stakes in the rumored new venture and offer Cena a football stadium full of Franklins - or Sinclair broadcasting decides to jump in whole hog with ROH and do the same etc. and then you pair him with the hottest free agents available on the indy/international scene. Would getting Cena, and booking him in a way that would maximize whatever value he had, be enough to do any of the following? Generate enough buzz to get casual fans to tune in/spend money in significant numbers. Land a strong network/cable TV deal.
Fill 5,000 to 10,000 seat arenas on a regular touring basis.
Draw a PPV buyrate of 100k or more. (Something no wrestling company since WCW has done aside from WWE I believe)

He would be a decent draw but it wouldn't be like Hogan joining WCW or something. He's not that popular with the casuals like Hogan was. . Though with how many people have tuned out from WWE, he would certainly help a company compete against them.
If Cena and a few other big name guys joined ROH or something, WWE would be in HUGE trouble with how much they have declined over the past few years.

It wouldn’t overthrow wwe or anything but it’d be a significant boost, for sure. Again, he IS wrestling to this current generation.

The big thing is that having Cena would pretty much guarantee you get a tv deal. That’s huge in its own right

Like stated Cena is a legitimate star and for most of the people that grew up in the 2000s Cena IS as synonymous with wrestling as Hogan was to kids of the 80's and Austin was in the late 90s. That said the company can't just go "we have Cena" and leave at that they need to market and push their talents as well.

For example, my parents tune out whenever I talk about wrestling, but they adore John Cena. I can totally buy the casuals following him to a new promotion and building a new WCW if there were money and production values behind the show.

He’d be a pretty good way to make a television deal for companies attractive.
If, say, NJPW or ROH picked him up and put him in their world title scene, he wouldn’t be enough for them to knock WWE out the top spot alone, but he could get them bigger venues, 10000 seaters more often.
I’d argue it’d be wise for Cena to win their world heavyweight title at some point. Not for a long reign, but he’ll add prestige to the belt through more visibility, and the wrestler he drops it to will get a massive rub.

I think for John to make the biggest waves in this hypothetical, it'd have to be a new company with no history. It shouldn't be John comes in and all the homegrowns make room. It should be a structure Cena, in perception at least, raises from the ground up.

I think he'd be a big draw at the beginning just for the shock of it but the appeal would soon wear off.
