Let's say a new basketball organization came to compete with the NBA. How would you like the rules to differ from the NBA's, and what cities would get teams? I'm thinking St. Louis, San Diego, Seattle, Pittsburgh, Baltimore, and Buffalo.

Go completely off the rails with it and have a line just inside the half court that’s worth 5 points, go with style points and add an extra point for assists that are no look passes, specataculr dunks, crossovers where the defender falls down, or anything otherwise amazing. Instead of free throws have the option for the fouled guy go one on one with the other teams chosen defender. In short make it as insane and real life video game as possible.

I can't see it happening. Closest we will get is Big 3 and G League. And below that we have "The Basketball League", and way, way, way, way, way, way, way, way, way, way, WAY below that is the modern-day ABA, which started out as a legitimate attempt at being a serious minor league as "ABA 2000" before turning into an anything goes rec league where Joe Schmo can spend $200 and you can own your very own "professional sports franchise"!

How long did that trampoline ball league last? That was amusing enough.
Honestly, there are a few options, but I favor an Arena league option. My high school still had their old high school gymnasium (it nearly was where they filmed Hoosiers as it was a still standing gym from that era, but it needed some work on its roof.). To fit into a smaller building, the two halfcourts overlapped by 10 feet. This made fast breaks when we played intramural ball there really fast. Take this concept and shorten the shot clock and you will have a really fast paced game.
