No. The big problem with Steiner is he was working with a severe injury, one they signed him knowing full well he had, it was clear during the medical. They were so fixated on getting a WCW star to put Triple H over out there that they didn't care that Steiner needs surgery to move around the ring properly, his dropfoot meant he couldn't jump or move in a fluid way, they just wanted Hunter to get that win. They figured the could get him to quit after that program, or fire him for steroids, they didn't really bank on a lunatic like Scotty bring smart enough to say, 'Sure, I'll take the drug test at the same time as (the equally enhanced) Hunter', and he was never asked again. I came to say basically this exact thing. How was HHH supposed to bury another WCW guy if they were on separate shows? Duh! Do the math...
