I have been at my current job for about a year and a half now. Employees have come and gone, Myself and one other are the only two originals that are left. We have mostly an entire new staff. When I was hired I was told I was going to be in my current position for 6 months at the most. That promotion that was supposed to hsix months ago, never happened. I have been passed over for said promotion 5 times now. They keep on bringing in these Outsiders, to try and fill a position for a job and a company they know nothing about. Yet, when there is someone in house who wants the job, and knows the job, they don't want to give the job to said person. Well, that job is open again, and once again I have thrown my hat in. I believe that I actually may have a shot at it. I have recently spoken with Divisional and Regional management about said position. So, hopefully going over the head of in house management will lead me to the promised land of my promotion.

I know how you feel man. Starting to happen to me at Little Caesers now. Been there since they opened the joint. Always on damn time. A loyal worker, but yet they rather give promotions to the emo guy that brings everyone down with him when he works. Or the guy thatis in jail every damn month. Or to the guy that shows up freaking late almost every day.
I am so gonna chat with my boss now. I want to know what the hell is going on.

They keep on bringing in these Outsiders, to try and fill a position for a job and a company they know nothing about. Sadly, this is just how it always seems to work. I equate your situation to that of ECW. You and the other guy are like Tommy Dreamer and The Sandman. You're the vets and yet they keep putting outsiders over you. The longer time goes on, the deeper you're buried. In all seriousness, going over the top of your immediate boss my either be a good or bad thing. If nothing else, it will help you to find where the break in the legitimacy chain is. I wish you luck and a much deserved promotion.

When I was passed over for a job which only I knew how to do (in store) and only I was trained to do, I decided to go. I only trained the person who got the job because I actually liked them. Which isn't to say they couldn't do the job well, it's just a pile of BS I wasn't even offered it. So I left, now my job is amazing and I am so glad I left.

To play devil's advocate, a lot of times they don't promote the guy who always does what they're asked etc. is because they ARE the guy who does everything etc. They know they can count on you and they don't want to replace you at that level. A lot of times they give it to that other person who doesn't seem responsible because either a) the manager or whoever sees something in them and thinks a promotion will straighten them out or b) they actively go and complain or ask for a promotion and they get it.
I was lucky in getting my promotion because we had two student supervisors quit because the couldn't do the job and my boss liked me enough to offer it, although he did tell me I should have spoken up about it in the first place.
The only reason I've not asked about another promotion, which at this point would make me the manager (and believe me, I can do better than the guy running the show now. He's been there since August and whenever he screws up he says he's still new), is because I'm probably going to law school in the fall and not around here, so I'm done in May.

Management ain't all it's cracked up to be. There are a lot of situations that I've questioned whether I wanted to step down or not in the last month and a half since I was promoted.
But I also work in a bar/restaurant, and am the head bouncer, so a lot of those situations are alcohol fueled and have legal repercussions if I make the wrong decision.

If you do not get the promotion, I'd start looking for a higher job in another company. IF you don't get it this time, you're never going to get it.
