I guess I'd have Balor get into a nasty feud with Orton for a bit, drop the IC Title to Andrade and move up to the WWE Title chase.
Dude could be the new Sting if they let him be.

I would put Rusev back on television and keep him there. I suppose I could also book him to keep winning matches and being awesome until he built back all of the heat he’s lost in the last year, but let’s just take things one step at a time.

silly idea- the guy knocking on the door that aleister black has been waiting for someone to come in? R-Truth, trying to find a place to hide from the 24/7 chasers.
the next thing you see is black walking out with the 24/7 title and the chasers give him a wide berth as he gleefully stares them all down waiting for one of them to take a swing at him. following week he's sitting in the middle of the ring with the title daring someone to come take it from him. Andrade takes up the challenge. Zelina eventually gets black to lose by making him sleep on the couch until he lets Andrade beat him for the title. zelina/Andrade vs Carmella/truth mixed tag 24/7 title match. Carmella pins zelina and becomes champ, leading to truth rolling her up to get the title back and finally live out his dream of getting championship opportunities by pinning Carmella.

Kofi peep this.
I'd have Kofi continue this run resulting in him beating Lesnar at Summerslam, clean. Sometime later this year the crowd's going to turn on him so immediately the night after whatever ppv is directly after I'd have the New Day turn heel. Kofi then becomes sort of like an athletic modern sports version of The Rock. Wearing similar stuff as he wears now except with more flash while New Day's always talking about Kofi's stats, saying he's the greatest, basically, make him a very cocky wrestling version of Lebron before the humanitarianism stuff that he's been doing these past few years.
Anyway...
Ali then rises up and loses his title to Xavier due to New Day shenanigans. Eventually during a promo segment Kofi shuns Ali and that lights a fire under Ali to go after Kofi's belt but prior to that he has to deal with New Day and that's something he can't do. He can't get a match with Kofi because of their bullshit. So anyway, now The Rumble comes and as always Ali wins the Rumble and faces Kofi before finally beating him at WM.
Kofi's then drafted to Raw as he looks to get the Universal Title, still "Title Hunter Star Kofi" but Ali's the WWE Champion. Xavier's on SDL and Big E's drafted to Raw as well.

What I'd do with just some of my favorites:
I'd cancel this weird Aleister Black heel turn and have him tear the house down with Andrade over the IC Title for 3 months. Balor, after dropping the IC title to Andrade, moves into the WWE Championship picture.
Alexa Bliss realizes Nikki Cross' heart's in the right place and warms up to her. They become an adorable babyface tag team where Alexa plays the babyface in peril and Nikki does the hot tag work.
Braun Strowman becomes 24/7 Champion and gets a Hardcore Champion Undertaker run with the title.
Rusev returns to TV as a face with Rusev Day becoming a thing again and feuds with Samoa Joe over the WWE Championship after Joe takes it off Kofi.
Charlotte Flair and Lacey Evans realize they're better off teaming up and wrecking the rest of the women instead of fighting each other, so they go after the Women's Tag Team Championship. They feud with Sky Pirates and Alexa and Nikki.
Ricochet actually has a good US Championship reign which sees him take on all challengers. He holds it for at least six months.

Put the 24/7 belt on Cesaro. He doesn't run or hide. He comes out to the ring looking to defend it. Nobody can get it off him. The usual group of idiots runs out, but he grabs one of them and does the Giant Swing to clear the ring. Big men come out and he tosses them like he's done with Show and Braun. People try to roll him up, but he holds his balance, reaches down, and deadlifts them up. Cruisers try attacking him backstage by jumping off things at him, but he uppercuts them out of the air. People try sneaking in to pin him while he's sleeping, but nobody can ever actually catch him sleeping and now no one is even sure he DOES sleep.
Just use the belt and its stipulations to build him up as this machine who can fight the lower card five guys at a time if need be, and turn the belt into an excuse for a weekly showcase of what a superhuman athlete he is, until they're forced to acknowledge this guy should get a real run against the top of the card.

I’d take Johnny Gargano on Raw & Andrade on Smackdown. I’d start slowly booking them to get solid wins slowly but surely. I’d play up both men’s characters with Gargano as the fighting babyface and Andrade as a cocky, cheating heel. I’d let them beat pretty much everyone they run into while slowly having the announce teams start to mention how they are setting insane standards for winning on their respective shows. I would have them start to notice each other at PPV’s and eventually get Andrade the WWE championship. Then, Gargano wins the rumble. He challenges Andrade for Mania, let them have as much time as they need, but don’t let them touch each other until the Mania match which Gargano would win.

I would make a Battle Royal for a Number One Contendership for the US Belt,about 10 people and be his returning match from NXT include a main event in there(depending on who is not the champion) probably have Aj Styles eliminate two people, only Tyler Breeze remaining ,a little back and forth, Tyler Almost eliminates AJ Styles but he punchs him off to the middle of the ring,goes to jump back in the ring with Phenomenal Forearm BOOM Beauty Shot and AJ Styles is eliminated. Tyler Breeze becomes number one contender.
The following week have Tyler and Ricochet trades some words, with Tyler saying he never even won the IC Title in the main roster.Play off that he is Prince Pretty but the title is the only beauty he is after. The Good Brothers look to avenge AJ in a Tag Match against Ricochet and Tyler Breeze. Ricochet and Breeze lose after a miscommunication and Ricochet is kayfabe injured . The medics say Ricochet is unable to compete until after the next PPV.
Ricochete gets on Tyler face,questioning aggressively if he Injured him on purpose ,Breeze fired back saying maybe Ricochete is just prentending to avoid the match. Both man get in a heated argument about it and Tyler end up punching an already injured Ricochet,looking regretful afterwards and trying to help him back up but Ricochete refuses help and walks off.
Next week Triple H regretfully announces that because of his actions,Tyler Breeze has lost his spot as number one contender.A heel wins it instead later in the show.
When Ricochete returns,he gets attacked by the heel ,focusing in the place where he was injured.Tyler Breeze makes the save.
Ricochete defends the US titles against the heel and buries the hatchet with Breeze,offering a match for the title.
They have the match and Tyler Breeze wins,they both shake hands afterwards.

Finn would be this generation's answer to the Undertaker. In addition to his previous work with the Demon, I was deeply inspired by the silverplate photo done of him as part of one WWE gallery collection, as it evokes the sense of the Old West Gothic (think Man in Black). There was a lot going on with the feud with Wyatt that intrigued me and makes me hope they'll revisit that arc sooner rather than later.

Here's an idea I had:
Heath Slater comes to the ring and calls out Jinder. He tells Jinder it's time to get the band back together. Jinder isn't down, but after a little persuading gives Heath a "maybe".
Heath wrestles a match later against one half of a heel tag team and finds himself on the receiving end of a two on one beatdown. Jinder comes out to make the save, after which he and Heath rock it out to celebrate.
Next week they talk about finding a new third member, cause there's no way McIntyre is joining back up. They have a match against the team from last week, after which Apollo Crews--dressed exactly like Jimi Hendrix--comes down to join the band.
I was gonna go with Bugenhagen or whatever his new name is as the third member, but he really annoys me.

This could be done with anyone credible and would need to work out some agreement with independent companies, but now that the WWE has the relationship with some of them, you could do the following:
Unify the WWE and Universal Title and have the guy run roughshod over the indies, defending those titles against all comers and winning titles there as well. You keep having whomever it is (Rollins, Joe, Cesaro all come to mind) show up on TV with this collection of titles (around the waist, over the shoulders, on the arms, etc.). I have Russo'd myself and have no idea how to get out of this, but I always thought the visual of one wrestler practically being covered in titles was awesome.

I book Samoa Joe as an absolute killer who makes everyone he comes across tap. He cuts the kinds of intense promos he's always been great at doing. And while he'd still technically be a heel, he attacks and has matches with other heels. He doesn't do tag matches. He's less a standard WWE heel and more a force of nature and destruction. Eventually, this leads to him capturing the WWE Universal Championship from Seth Rollins. He defends the title on a regular basis against face and heel alike. He has the reputation of being a fighting champion who wins not through cheap tactics or dusty finishes, but pure dominance, eventually turning him more into a tweener than pure heel.
Then he's booked in a one-on-one non-title match with someone he's faced before: Ali. He doesn't take him seriously at first, but Ali's bringing everything he's got and the two have a clinic that the crowd really gets into. Joe wins the competitive, but through it, he gains respect for Ali he never had before. The next week on Raw, Ali is jumped by, let's say, Corbin and Lashley. All of a sudden, Joe's music hits. At first, they think he's going to help them in beating down Ali. But Joe instead levels Lashley, then puts Corbin in the clutch until he passes out. He helps Ali get on his feet and the two team up the next week against their mutual foes. Joe actually acts like a good partner for the first time in ages. The two aren't quite friends, but there's a mutual respect between them as competitors.
Royal Rumble happens and Ali wins the Rumble, last eliminating Roman Reigns, reversing his momentum from the Spear and sending him over the top rope. Charly goes down to the ring to ask Ali if he's given any thought to who he's going to pick as his opponent at Wrestlemania. He immediately says "I'm challenging Samoa Joe for the Universal Championship." Joe's music hits and after a brief stare-off, they shake hands. The build to the match to Mania is as much about Ali's rise as it is about Samoa Joe's dominating reign as a champion. He hasn't lost a single match, even non-title or by DQ or count-out, since he became Universal Champion. But the respect between Joe and Ali has started to fray a bit, especially as Joe thinks he's lost some of his edge.
At Elimination Chamber, Ali is forced to defend his #1 championship contender's match against Seth Rollins and it looks like Seth is about to hit the curb stomp to end the match and take Ali's spot at Mania. Suddenly Joe runs out to the ring and drags Ali out of the ring. He helps Ali get to his feet, only to pick him up and slam him to the ground in a Samoan Drop. The ref calls for the bell, disqualifying Seth Rollins and preserving Ali's status at Wrestlemania. But Joe isn't done yet. He continues his beat down on Ali, dragging him over to the Spanish Announcer's Table and drives him through it with a devastating Muscle Buster.
The next day, Samoa Joe is asked about his actions and he delivers a promo about how it's not simply enough for he and Ali to be opponents. That in order to get the best match he can out of Ali, he has to make Ali despise him. He wants Ali at his prime. He wants Ali to want to kill him with every single fiber of his being. Because for Joe, it's simply not enough to beat Ali in a title match. He wants to break him in body and spirit. That when Joe chokes him out with the Kokina Clutch, Ali will forever know that his best was never good enough.
The next few weeks turn into a blood feud, with Joe doing everything he can to get under Ali's skin, similar to what he did with AJ Styles (with less "Don't do this dude!" moments from Ali). Then Wrestlemania comes. For both competitors' safety, they are sequestered in locker rooms on opposite sides of the stadium. When it's time for the match they each make their entrances surrounded by security personnel a la WCW Goldberg.
The match is a five star classic (would've been 5 1/2, but Meltzer docked half a point for it not being in the Tokyo Dome) and Ali finally gets his win over Joe with a 450 splash to finally slay the monster. The new Universal Champion starts to celebrate in the ring, but it's interrupted by Joe staring through his soul. Joe offers his hand to Ali and they shake hands in a final sign of respect between the two competitors. Joe, being gracious in defeat, raises the new champion's hand in victory, then leaves to let Ali bask in his well-earned victory.
