Could you take a an alternate idea where the villain falls up?
If that is the case, BZ at the end of Santa Claus the Movie who overdosed on magic candy canes and jumps out his office window only to stop a few inches below and uncontrollably float off into the sky, screaming all the while (and the literal last shot of the movie is his flying off into the vacuum of space)

That includes ones where the villain came back in sequels. Batman '89 Dick Tracy Teenage Mutant Ninja Turtles '90 Masters of the Universe (yeah, he's back by the post-credits clip, but shut up) Return of the Jedi Catwoman The Crow Darkman Beauty and the Beast (okay, not technically "action" but whatevs, shut up again) Does this mean you sat through all of Catwoman?

The 90s movie based off the 60s tv show. Eddie Izzard falls down, while Sean Connery gets pulled up into the sky.

In kids’ films, it’s a convenient way to give the hero an “out” since technically the fall killed the villain.
In movies aimed at adult audiences, it’s probably just because it’s a cool visual.
