I'm assuming he legitimately refuses to do matches on free TV. Only real explanation I can see for why he works house shows (granted he hasn't actually done that in a year or two I believe) but never Raw. Actuslly Brock hasn't wrestled on a house show since march 2018.

If he's got a scheduled number of matches, it'd probably be seen as a waste, but yeah, I do think it'd pop a rating, especially if it's against either a unique opponent or someone who the crowd might really want to see get his ass beat, like Shane. Supposedly the reason the previous time they started building up Shane / Lesnar went nowhere is because Brock actively refused to wrestle him so... Brock spared us from more Shane? Give him more money and a longer title reign.

Kayfabe: mainly because they portray Brock as a legit prizefighter who will only fight when money is available. There's no reason for him to perform "for free". Also, you probably lost Brock completely at "15 minute match". Don't really see any in-kayfabe justifications for the idea he'd be working 'for free'. There's title matches on TV, there's money happening, none of that's really backed up by the show. I mean in fairness nothing is really backed up by the show, since Vince refuses to adhere to any real consistency, but I based my snarky response on past promos where Paul Heyman has said that his client doesn't work for free, otherwise the thought wouldn't have really crossed my mind. Maybe in WWE-logic(?)-land PPV equals big money paydays for matches, like UFC, which I know can be picked apart, I'm just going by the world building that Vince and Co. have poorly tried to establish. Unlikely but I wonder if they are afraid to. If Brock pops the ratings huge, he can easily demand more money, USA can demand him more, and so on. If it doesn't their whole strategy for the last 5 or 6 years looks like shit with millions wasted on Brock and the plummeting ratings look even worse. More likely its just the whole "pay to see the champ wrestle" mindset which with the WWE Network makes some sense. I do wonder what happens if USA "asks" for one of the ratings keep trending down. It makes a lot of sense, especially as he's one of the biggest PPV draws in the world, and also does occasional house shows. You want to see Brock wrestle - you've got to pay.

Also, you probably lost Brock completely at "15 minute match". Brock went a staggering 18:55 with Daniel Bryan at Survivor Series 2018, likely due to DB's stalling at the beginning. Give the big guy another couple years to rest up, and we'll go another quarter-hour!

Keeping him exclusive to PPVs would make sense if he actually brought in new subscribers to the Network, but the numbers have shown that nothing on the Network moves the needle. They get a bump in paid subscribers leading up to Mania and then there is a small continuous decrease in subscribers the rest of the year until around January when the next boost happens.
I think the powers that be overestimate Brock's impact on the company's bottom line. He'll get some added people to tune in to free TV (which doesn't help as the $ they get for TV doesn't increase if ratings do), but he won't make people pay for the Network who aren't already paying for it.
