I've always thought this.
Wouldn't this be a big ratings draw if promoted a week in advance? Brock's first match on RAW in about fifteen years. And probably his last.
You wouldn't have it against a geek baby-face the crowd would boo but a beloved underdog like a Kofi or a Bryan or someone like that. And it would be a title natch. And maybe the underdog wins. And it would be in a hot town, not a Corpus Christi.
I just think that this would be one of the hugest things they could do for RAW. A one time huge deal. A fifteen minuten Lesnar title match on RAW with an underdog beating him.

Kayfabe: mainly because they portray Brock as a legit prizefighter who will only fight when money is available. There's no reason for him to perform "for free". Also, you probably lost Brock completely at "15 minute match".

For what he charges, they probably want the perceived boost for the PPV. Brock himself would probably be fine with it as long as the check clears.

I'm assuming he legitimately refuses to do matches on free TV. Only real explanation I can see for why he works house shows (granted he hasn't actually done that in a year or two I believe) but never Raw.

If he's got a scheduled number of matches, it'd probably be seen as a waste, but yeah, I do think it'd pop a rating, especially if it's against either a unique opponent or someone who the crowd might really want to see get his ass beat, like Shane.

There's title matches on TV, there's money happening, none of that's really backed up by the show.

Oh, yeah, not suggesting they ought to, necessarily, but it's just a ready example of someone who has the kind of fan irritation where watching someone kick his ass would maybe get the fans interested. Hmm, has Braun fought Shane in any capacity yet? Kinda surprised, if not, that's the kind of dumb shit Shane seems to go for, but I do not have any interest in Braun vs Drew pretty much ever again.

The last time they teased Brock wrestling on Raw, Michael Cole got beaten up so bad, he turned into a shoe. They can't take kind of liability these days.

Unlikely but I wonder if they are afraid to. If Brock pops the ratings huge, he can easily demand more money, USA can demand him more, and so on. If it doesn't their whole strategy for the last 5 or 6 years looks like shit with millions wasted on Brock and the plummeting ratings look even worse.
More likely its just the whole "pay to see the champ wrestle" mindset which with the WWE Network makes some sense. I do wonder what happens if USA "asks" for one of the ratings keep trending down.

A Brock vs Shane match is almost guaranteed to happen at some point, but I doubt it'll be on a random Raw, ratings pop be damned.
