Either The Wizard of Oz or Reefer Madness, depending on the what the latter's actual release date is considered.

Häxan, a Swedish Fantasy/Documentary about Witchcraft from 1922. At the end they come to the conclusion a lot of what was called witchcraft was because of outdated psychological and medical beliefs, while extolling the virtues of modern treatments for the same conditions... Which by modern standards are every bit as monstrously outdated and cruel given how far science and medicine have come since the 1920s.
It's public domain now and up on youtube if you've two hours or so to spare on watching a silent movie, it's surprisingly fascinating.

I swear I misread this as "Battleship Pokemon" and got really confused for a moment... That’s a soon-off waiting to happen!

Either The Wizard of Oz or Reefer Madness, depending on the what the latter's actual release date is considered. Ah, Reefer Madness! One of the greatest unintentional comedies I have ever seen. My answer for the thread is probably The General (1926), but it is possible that I watched another Buster Keaton or Charlie Chaplin film as a kid that was older. Then again, I did see the color version of A Trip to the Moon (1902), but films from that era were short films, not feature length so that might not count.

Yeah, I watched it with my mom one afternoon when I think TCM was showing it. We were in tears of laughter with how ridiculous it was.
And then there's the ripoff with drinking and bad parenting that came out a few years later, "I Accuse My Parents." That one was so bad in a hilarious way that it got an MST3k episode.

That is pretty much the image that came to mind! Love it!
