10,000 dollar fine if Jimmy Havoc stapleguns people, presumably outside of the confines of something like an unsanctioned match. Makes sense, especially given he did it after being eliminated already, anyway.
So... uhh... will AEW fine another people for egregious shit? Shawn Spears hit Janela with a chair in that same match, and of course bloodied Cody. Inner Circle have attacked people outside of the confines of matches, including Cutler outside of his position as a wrestler. Do any of those guys get fines, or are staples a bridge too far for some reason? Like, did Tony Khan's buddy need tetanus shots once, and now he's terrified? What's the internal logic of this?
I understand that the actual aim is probably just to get Havoc over as a chaotic guy, and so he can use the staplegun very sparingly and not cheapen it, but it kind of muddies the waters on other things. Nothing new to wrestling, of course, but still....

I suppose Havoc did go on a rampage. He stapled like six or seven guys after being eliminated, right? (Just going from memory here)
Even if it was less, it would have still conceivably impacted a number of guys.
So maybe if Spears had come in and clocked a number of participants it would be more comparable.
I guess the staplegun is also a particularly gruesome weapon in that it pearces flesh. Whereas 9 times out of 10 a chair will just batter and bruise you.
So some combination of the above could be used to kayfabe explain the difference.

Yeah, I think the rampage part is a big factor in a kayfabe sense. A guy comes in, hits one guy with a chair, goes to the back when the referee indicates he is noticed and needs to skedaddle - frowned upon, but accepted as manageable. Guy is eliminated from a match, attacks everyone in sight with a torturous implement, refuses to leave by anything except brute mob force by referees - take away the weapon that seemed to give him the confidence to do so.

Makes sense.
It helps that I kinda like Havoc, but don't want staples to be something he pulls out on a regular basis, so that is good. Thinking about it, I think it also probably could be an issue of "imitable violence", like how Mattel gets pissed if WWE has wrestlers use household objects as weapons, so they have to be careful what they do off of PPV, and part of why WWE leans on singapore canes so much.
