apparently when someone commits a crime in TN all they have to do is say "what I do bounces off of me and sticks to you" and their bitter rival gets in trouble instead.

The way it sounded was the cops are WWE fans and are fully aware of how bullshit all of Lana's restraining orders are so they're choosing to not enforce it.

Lana reveals she has a restraining order on Rusev, and is escorted to the ring by some officers of the law. Rusev runs in through the crowd and Matchka Kicks Lashley. The cops do nothing to stop Rusev as he retreats. Lashley and Lana get upset with the cops, and the cops reveal they are WWE fans, and "they do things different around here." Lashley shoulder bumps one of the officers while walking away, and they arrest him. Lana gets angry and slaps the other officer, and they arrest her and lead both of them out in handcuffs. It's not so confusing, right?

The way it sounded was the cops are WWE fans and are fully aware of how bullshit all of Lana's restraining orders are so they're choosing to not enforce it. I don't think police officers can decide to willingly go against a court order. The fact that they were recorded knowing about the restraining order and flat out defied the order means they should be turning over their badge tomorrow. I guess they might have a good shot at getting some extra unemployment for suing Lashley and Lana for assault.

It'd be like if Austin hit Vince with a stunner after being fired and Vince got arrested somehow. It doesn't fit the narrative you established.
