What do you consider the signs that it's time to get a new computer? And how long should you keep your computer before buying a new one?

Short Answer: When your machine fades away and classifies itself as obsolete.
Long Answer: Most computers show their ages through slowing down, unexpected crashes/hangs, adverse reactions to new software/hardware being installed, and etc. The usual rule of thumb is that computers' shelf lives are about 5-7 years, depending on HDD usage, power usage, etc. So if your machine is a bit long in the tooth, it may be time consider a new one.

When the operating system is no longer supported (in the case of a Windows machine, anyway) or when I can't load some websites anymore because the browser is outdated.

Occasionally, when I watch a workout video on YouTube to do my daily workout, the screen for the video will freeze, but the audio will continue.
Also, it took like a minute to log onto the computer today.
Should I get a new computer?

Also, it took like a minute to log onto the computer today. Should I get a new computer? Definitely. Same issues with one of my current computers. Since startup takes forever and has variations on what program might not start, I've had to combat it by keep it powered on and prevent it from going to sleep, because it'll shut off inadvertently. So when Windows 7 is finally done for, new PC will be purchased.

I have it happen every so often on my PS4's Youtube app when the decent wifi goes down and I'm stuck using the shittier one. The video'll stop, but the audio goes on for a few more seconds before the whole thing buffers. Total pain. That second one's not normal, though.

This is a question of finances as much as anything. Not to mention how well you can fix up computers.
A lot can be improved with a clean Windows install and installing an SSD instead of a standard hard drive.
