I mentioned this a couple times before but they didnt get rid of the classic design IC belt becauses of Cody. They got rid of it because WWE dont own the right to the belt design of the classic IC belt. Yep. They undoubtedly own the rights to this belt. They didn't to the classic one. I'm kinda surprised it stuck around as long as it did. They ceased doing business with Reggie Parks in '98 specifically because he wouldn't give up the rights to his title designs.

We did a short thread in (w)rest about this awhile back, but a big issue for belts like the IC and US is, again, there's really not much of a purpose to them: they exist, but for what purpose?
In the old days, the IC champ was considered the "B Show" champion; the WWF champion would headline the A house shows, the IC champ the B shows. In the NWA, the US title was effectively a #1 contender's belt, as the belt holder was the de facto #1 contender to the World title. Those concepts at least gave the belts reasons to exist.
There's any number of things you can do to give a secondary title meaning: work #1 contendership into it, attach gimmicks to its title matches (e.g. the current NWA TV title or the ROH Pure title), design the belt to only be for certain wrestlers who fit a particular category (e.g. NJPW's original concepts for its old age-based Under 25 belt and the NEVER belt), base it around weight classes, etc.
For a TV-centric promotion like WWE, it'd make tons of sense for the midcard titles to be like TV titles: defended with relative frequency (though maybe not every week, like when Cena was US champ) on Raw and SD, while the World title gets the focus for the PPVs and Network shows. Play up that the title holders make more money and that successful midcard champs get higher consideration for World title shots, anything, because right now it's impossible to tell what these belts are good for.
