When I was in kindergarten, which would have been 1981, I remember our class watching a small number of educational cartoons that taught various topics; this was not a TV cartoon, but something made for schools, and it had at least one recurring main character. The ONLY thing I can actually recall about these shorts is that one featured an electric eel character.
Anyone have even an inkling of a glint of a spark of a clue of what I'm talking about?

Ah, the old educational films sold to schools. Lucky you can remember even the barest of details, I probably watched tons of these and remember zilch. Disney did many of these during the late '70s/early '80s, so the easy answer (since you're thinking of a cartoon) is maybe it was them? But thanks to RiffTrax, I'm aware of Coronet Films, who were a juggernaut in making (and later distributing) TONS of these. They were still active in the early '80s too, though they're known mainly for their '50s and '60s output. Here's a list of theirs - not specific enough to find a character, but maybe the themes/titles ring a bell...? en.wikipedia.org/wiki/List_of_Coronet_Films

The UK had Look & Read with segments that... didn't quite age well:

Roughly on the topic...there is a similar filmstrip I was told about. Supposedly it was about train safety, and ends when this group of teenagers attempt some kind of stunt and get decapitated (yes, really). Only other detail I was told was a scene where one of the teens is reading a Spider-Man comic.
Does this ring any bells? Or do I know crazy people?

Canadian PSA's prove that these kinds of things are 100% possible and probable in these sorta films. Speaking of scary info-films, SHAKE HANDS WITH DANGER www.youtube.com/watch?v=v26fTGBEi9E
