He was obviously a good worker, and even in that time, his promo skills were at the top tier of the company. What gives??
I don't buy that he was not ready, this seemed to be clearly a backstage thing. His first run ended with a losing streak gimmick, which is the ultimate burial gimmick

According to MVP, they did not put a World title on him because his ex-con status meant he would have to opt out of most shows outside of the USA simply because a lot of countries won't let him in.

That losing streak came about because he insulted a drug tester. I think it all came down to his attitude backstage. 2009 was the year to elevate him but he just kept spinning his wheels.

His first run did not end with the losing streak gimmick he was around for like a year afterwards
The Losing streak gimmick is actually how he turned face... it's one of the few times such a gimmick actually worked.
He was more over as a face afterwards and had a pretty long run with the US Title (it did actually mean something at this point)
what killed him more was he was moved to raw and then really didn't do much... then he started teaming with Mark Henry and never really won anything of note while teaming together.

MVP was always fine as a worker, but I think it was Impact that really figured his ideal role of the Michael Hayes esque figure who does wrestle while being most effective as the mouthpiece in a group.
Both the Beat Down Clan and Hurt Business can be seen as very Freebirds esque in that sense, with MVP as Hayes, Lashley as Gordy and Kenny King/Shelton Benjamin as Roberts.

He should've won the title in around 2008 and got a big feud with Cena.
But I'm digging him more in his current role now. He's probably the highlight of Raw for me.
His ring work is definitely not bad but he is noticeably slower.
Could I buy him as WWE Champion? Maybe. If he somehow got his hands on it after Lashley and Shelton kicked Drews ass in the Underground arena. Maybe I could buy him having a choke hold on the title while doing the least amount of work possible.

You can ask this about practically everyone debuting for WWE in the late '00s. The complacency rot was setting in, and the company gave up on looking for new stars so much as filler who could prop up the WWE brand while being otherwise interchangeable.

I blame his finishers. Can’t take a guy seriously as a main event player with the leaping reverse STO and the Overdrive. I always thought the Drive By Kick/Shining Black was an awesome finisher if sold right.

what killed him more was he was moved to raw and then really didn't do much... This can't be overstated. Smackdown was on fire at the time, building up new stars like Kennedy and MVP, mixing them up with a rejuvenated Kane and Undertaker... I'll always remember the sinking feeling I got when they were drafted to RAW.

Did it win many matches/was it ever presented as a finisher for any time, or was it his SOOOOOPERMAN PUNCH? Genuinely can’t remember at this point.

MVP was part of that lost generation of stars including Dolph and Christian that never got elevated to the main event level in WWE at that time
that incredibly long losing streak didn't help either
