I think a lot of the Brock Lesnar criticisms come from that horrible Dean Ambrose match at Wrestlemania. I love Ambrose/Moxley, but I will always argue that Brock was right in that situation. He was in the process of negotiating his big UFC return fight. Why would he risk serious injury in a match that largely meant nothing? Ambrose wanted a match filled with thumbtacks, tables, ladders, barbed wire, chainsaws, and fire, while Lesnar chose to preserve his body for a larger payday. I can not fault him for that. Brock was being paid millions of dollars a year by the WWE to do like four matches a year. That should have been his priority, not whatever meathead side hustle he was working out with UFC. He had the match, thus fulfilling the obligation. He didn't need to take unnecessary risks like rolling around in thumbtacks like a moron and he didn't.
Don't misunderstand me. I am not trying to defend that match. It was horrible. I am, however, trying to explain what I think was Brock's mindset about the match.

Brock would go wherever they told him because he just wants to get paid. But I doubt WWE would send him there. And if they did he’d just obliterate the entire roster and that would not be good.
People think he’s an asshole for doing whatever they say but he’s the model employee

Paul Heyman didn't even like WWECW. Why would he fight Vince to get Brock on that show?

Lesnar will do whatever he’s asked so long as it’s in the agreed upon contract.
He enjoys performing, but won’t do it unless his contract conditions are met.
In his entire career there is exactly ONE story about him not doing exactly what he was asked and that was because he didn’t want to risk serious injury a few months before his multi-million dollar MMA fight (which was, again, in his contract).
If Vince sent him to ECW, he’d have gone. If he was told to put on high quality matches, he would. If he was told to bounce around like a goon and suplex people for five minutes, he would.

I could see them using Brock in WWEECW to literally close the place down.
Have Heyman go in, bring him, to 'tear it down' as a way to build a story of Heyman coming for McMahon with his 'greatest creation' - that being Brock. You build the feud around Paul vs a McMahon, or all of them, and have Brock win their title and then retire it and end the show, literally, closing ECW.
Brock and Paul could then head to Raw to continue the feud, with the McMahons having to call in Trips, Shane, whoever, to fight Brock and stop Heyman.

To add to my original reply - Brock would go to any promotion or WWE brand that would have him if they could afford him. He would wrestle Iron Sheik in your backyard if you could pay him enough. He doesn't give a shit. His uncooperative reputation is, depending on how you look at it, either entirely undeserved or based on one occasion of being uncooperative, which means we should also be laying that accusation at every single top guy ever including 'nice guys' like The Rock.
