If wwe want the fans to consider Roman the FOTC they’ve made a bad job of it. Randy Orton may have his detractors and may not have been the most mature human being ever early in his career but to me he’s the perfect professional wrestler.

They've got a lot in common, really. Multigenerational talents who were pegged at an early age to become top megastars, utterly failed to live up to expectations on any of their pushes, but were still given a floor to settle at that's comfortably above the glass ceiling that 90% of talent spends their careers futilely banging their heads against.
Orton's got tenure, but Roman's got the advantage of not coming up at the same time as a legitimately charismatic rival (or at least, none who were allowed to surpass him like Cena over Randy). I'd give it to Reigns overall for his quartet of Wrestlemania main events, but really both their successes have been so shallow that if either one of them actually managed to break out with an audience outside the McMahon family, it'd immediately overshadow every fake accolade they've both received to date.

Him and the RKO are synonymous with each other. Even none wrestling fans I know have described him as the pretty boy

Randy has the RKO out of nowhere meme that I've seen outside of Wrestling circles.
Roman has nothing even close to that outside of wrestling... I am willing to bet that if you show people an image of Roman a majority will think it's Jason Momoa.

I’m going to say Randy, but I could probably listen & be swayed by a convincing argument for Roman. Randy has mainly been a heel, and has moved up and down the card where and when needed. They’ve both been booked to get bloodied up by Brock Lesnar, but only Roman has been able to use his receipt. Randy was in Evolution, Roman in the Shield.
They are very close. If they were in a program together and they were disputing a finish with Vince, I can almost guarantee he’d choose Roman over Randy.

Yes WWE forced him there and the fans gave their verdict and pushed back hard to the point where even a returning rock couldn’t get the fans on his side when he won the rumble. When one of the most poplar stars the company has ever had can’t turn the fans in your favour it’s bad.

But yeah, I mean wrestlers rarely crossover and even if they do crossover not many people outside of the wrestling circle know them. Orton on the other hand, for being someone who's "just a wrestler" is incredibly known. He's known way more than anyone in today's era. From the Romans to the Beckys to the Seths to the Bryans to the AJ Styles to just everyone, Orton's known more because he came from another time, he caught on mainstream wise and people really f*** with him especially on social media. Orton crossed over without even doing anything crossover. He's different.

Google trends has them at around the same level in the US with Roman for whatever reason being a good deal bigger worldwide.

It's Orton by basically any metric even if you take out the subjective creative elements.
Orton has been in a stable with Flair and Hunter, has feuded with Hogan, has been around for years and years and even when he was main eventing doing shitty numbers they were the kind of numbers that a modern top guy would kill to be complaining about.
Orton is still one of their most over, still one of their biggest merch movers, and that has been the case for almost 20 years - Roman is both of those things too, but not for as long.
Orton got the wrong crowd reactions for a bit, so they turned him - discounting house shows, Roman must have been getting the 'correct' crowd reaction for under half his main roster career by this point. As far as being a big star, I think people actually cheering you as a face or booing you as a heel is pretty important.
Orton has been a meme.
It's not really comparable. I like Roman a lot, but Orton leaves him in the dust.
