I Finally Figured out AEW's Ranking system.

A lot of people have complained of the fact that AEW's ratings didn't seem to make sense or really matter that much as it pertained to who got the shot when, but I've realized that there actually is a rhyme and reason to it. The system isn't a batting order, and it works more like Boxing and the Mandatory Challenger rule.
To explain the Mandatory Challenger Rule: In boxing being the #1 ranked contender does NOT guarantee you the next shot, at the title. The title is allowed to be defended against anybody that is ranked (in boxing the top 15 is used instead of the top 5). Being #1 ranked only means that you will eventually be named the Mandatory Challenger, which basically means, that either the champion defends the belt against you or lose the title. Generally speaking before they are officially named the Mandatory Challenger, the #1 Contender must compete in a title eliminator of some kind. Other times they'll simply name someone as the Mandatory Challenger. As all 4 governing bodies explain it, the Mandatory challenger is usually the highest available leading contender. This is usually given a time frame of 9 months to make the mandatory defense (or a year at Heavyweight). Generally matches between champions trump mandatory defenses
Now as far as AEW goes, the #1 Contender is obviously not going to have to wait 9 months to get their shot. That would just be stupid. Instead the #1 Contender (or leading available contender) gets their shot on the next PPV.

Women: Nyla Rose Vs #1 Contender Kris Statlander
Tag Team: Hangman and Omega Vs. #1 Contenders Young Bucks
Double or Nothing:
World: Jon Moxley Vs. #3 Contender Brodie Lee (#1 Cody and #2 Lance Archer were unavailable at the time)
Women: Nyla Rose Vs. #1 Contender Hikaru Shida.
and then coming at All Out we have:
World: Jon Moxley Vs. #1 Contender MJF
Women: Hikaru Shida Vs. NWA champion Thunder Rosa
Tag: Hangman and Omega Vs. #1 Contenders FTR
Generally speaking this seems to be how it has been booked consistently, so it is likely intentional. THe #1 Contender doesn't get the next shot per se, but they get the big pay day when they do get their shot.
