It sounds rather goofy putting it that way, but it sounds like their rationale is sound; they wanted a tax cut but their bread doesn't actually meet the legal requirements for it.

Specifically, the sugar content is too high: I wish they'd have put that in the headline, because hoo boy, does what they're going with sound terrible. Reminded me of the debate over azodicarbonamide that had people saying Subway had rubber or yoga mat material in their bread.
