Just take the maniacal silliness of Newman, dial up the maniac while turning down the silliness. Look at say his rant about "when you control the mail, you control INFORMATION!" and tell me that doesn't sound like an Octavius speech if you make it about some sort of nuclear weapon or something.
He already looks the part if you slap some metal arms on him.
