With an actually conclusion (no do/count out bs)For Raw, I gotta go with either Roman vs Rollins (although it was before they both became main Eventers or Cena vs punk in 09, for Smackdown, either the recent Roman vs Rey HIAC or Taker vs Jericho in 09

To me, it doesn't get much bigger than The Rock and Stone Cold vs. the nWo main eventing the Raw before Mania 18.

This goes off the topic, but I always consider the random Bret vs. Hogan match from a Nitro to be one of the craziest things to take place in wrestling. I don't think it had a finish, though. I'm too lazy to go and check, but considering it was WCW, it most likely didn't have a finish.

Hogan "injured" Bret and Sting came out to finish the match for Bret while Bret was taken out on a stretcher.....Then Bret came limping back out and turned on Sting.

Special circumstances but Cena Vs Orton.
It felt like they were being kept separate for a future wm main event.

Special circumstances but Cena Vs Orton. It felt like they were being kept separate for a future wm main event. That one breaks the no BS finish rule though. However, you are on the right track, as that same tribute show gave away the first time ever Shawn Michaels vs. Rey Mysterio match, which both delivered in terms of ring action and a proper finish.

John Cena vs Shawn Michaels has to be up there. Especially since they went like a f***ing hour in ring.

It's not the biggest, but I think the first Asuka vs. Sasha match happened on a Raw and ended with Asuka winning clean.
And then there's also The IIconics vs. The Booklyn Belles on SD.

Rock and Austin vs NWO is the biggest Raw match of all time to me.

They threw away Jericho vs Taker on a random Smackdown in 2009.

They threw away Jericho vs Taker on a random Smackdown in 2009. Good shout. It was more amazing they somehow never wrestled one on one in the decade they were in the company together at that point.

Rock and Austin vs NWO is the biggest Raw match of all time to me. Probably could have put that on mania itself with no objections.

Didn’t they do Jeff Hardy versus John Cena and Jeff Hardy versus Shawn Michaels in like the same summer?

Lots during 2002: Rock/Austin vs NWO Austin vs Flair Flair vs Lesnar RVD vs Benoit Rey vs Angle Rock vs Flair Lesnar vs Hogan RVD vs HBK Edge vs Guerrero
All could have been on PPV, but they threw them on Raw/SD with little hype.

Angle/Lesnar technically, where they wrestled on Smackdown for the build to WM19. That said, it was a f*** finish but it did have a pin and a conclusion.
