I feel like Dusty is the right answer, but it was before my time. I can appreciate the promos and matches, but I didn't really see it all unfold to get a feel for it all. From an in-ring standpoint, it's Ricky Steamboat. And that's not to say the out-of-ring aspects were not strong as well since they had a nice dynamic of differing personalities and backgrounds. Plus, their rivalry was more off-and-on as they met back up at various points in their careers as Steamboat came and went.

I feel like Dusty is the right answer, but it was before my time. It went on way too long and the worst thing about it is it would kill the momentum of other angles. Nikita... Windham...Magnum... always interrupted by having to go back to the Dusty well.

Ric Flair & Sting just seem linked to me. I have no doubt Flair is Sting’s biggest rival but for Flair bit tougher to call

I have to go with Dusty. As overplayed as it ended up being, they did great business for years and produced a number of promos and angles that still make the highlight reels.
Sting is slightly more timely for me, but I can't tell you nearly as many specifics on how everything played out. Even when it comes to Sting being kicked out of the Horsemen, I think of Ole's promo and the gang attack, not something specifically involving Ric.
The matches with Steamboat are my all time favorite, and I would say that's his best in ring opponent. But something is missing to call him the best overall rival.

I voted Sting. It's is the one I am most familiar with and it really felt like a rivalry between two generations/eras. Especially in those first few years when both men were arguably at their peaks. Plus, that initial Title win by Sting is brilliant!

Sting by far. They went at it three decades in JCP/WCW. They may have only had the one match on the last Nitro but three decades nonetheless. And some feuds were main event, months long. He had the first Clash match with Sting, the 1990 Bash and Scorpion feud, the 1994 and 1995 heel turns against Sting. I may be missing some but these guys seemed attached at the hip in 1990s WCW.

Using 1986 as an example, Flair had issues going on with Dusty, Magnum, Nikita, Ron Garvin, and Ricky Morton. Dusty had issues going on with each member of the Horsemen and the Midnight Express (as part of the James Boys) The Midnight Express had issues with the Rock n Roll Express, the Road Warriors, and the James Boys. Magnum had issues with Flair, Nikita, and the Midnight Express. There are more examples of this, but it felt like everyone had multiple feuds going on at the same time.

My favoruite is Sting, but IMO it's Steamboat.
I'd have Dusty next, I can't get past the fact that there were too many Dusty finishes that just left a bad taste in everyone's mouths to put him over the other two.

Sting, but Steamboat is close. Dusty was his rival when Flair was as cool as he'd ever be, Steamboat is probably the best work Flair has ever put in, but Sting and Flair are synonymous with each other.
