Long story short: WWE run only star v star matches, meaning that if a clean finish is to happen, one star must lose. You guys want only clean finishes, right, so that's what has to happen. But we're all sick of it none the less. Basically, WWE need to find a way to re-integrate outside enhancement talents into their main roster programming so their stars can be seen regularly and string together some wins, so when it does become time for them to lose to someone, they have some credibility to spare, the people that beat them aren't getting a lucky win after being beaten like drums themselves and it's not the ONLY thing people see them do for weeks at a time.
But here's the kicker. WWE are having a hard enough time to get people to watch the shows as is. How much of the show can you turn into enhancement matches without completely tanking the ratings? After all, for every enhancement match, it's one less star that the networks paying hundreds of millions of dollars aren't having on their show each week. So, how do we resolve this? I only ask because this is the only way I can think of that would get all our favourites some regular wins, because losing in WWE is a fate worse than death. And it can’t be understated how much that is ONLY a WWE problem.

Use 'em on Main Event primarily. Main Event SHOULD be a show like that, it should be basically be like AEW Dark. Run about ten short squashes before RAW and SmackDown and package them up for YouTube. I don’t know if it’ll draw numbers, all I know is that everyone will get their serotonin hit for watching their favourites win wrestling matches they know there’s no doubt of them losing.

Ideally you could use NXT talent like this. Want to give Zelina Vega a win before a push? Bring up Indi Hartwell, give her some shine, and have Zelina go over.

No, they shouldn't have Enhancement Matches with unsigned talent especially since they never get names. It gives me too much work to do. They did it last week on Main Event with Mace's match & again tonight on 205 Live with The Creed Brothers. If they have to do it, at least use wrestlers that are contracted, so I don't have to add any new wrestlers that will never been seen again.

Bring in NXT talent for short stints and cycle them out, lets them get experience with the larger crowds and gives established talents more wins.

Don't make them the most interesting thing in your company's programming, and then nerf them.
You want "rookie" talent, present them as such against popular names.
Make their first main roster win mean something.
Hot take; remove all NXT champions. Medals, sure. Trophies, sure. Title belts, not necessary at the NXT level.

So basically go Young Lion with it: the rookies compete with each other pretty evenly, sometimes get to face main roster talent, can often put up a fight, but are expected to lose. The other key is to make sure the main roster talent beating the enhancement talent also gets a chance to cut promos or perform in their matches in a way that reflects whatever current storyline, feud, or character arc they’re on, which helps give even jobber matches more purpose.

One of the biggest issues is they need to move away from the model of having people feuding constantly having matches with each other before the PPV match. An occasional enhancement talent match would be great, especially for the guy who wants to send a message without having a million run ins. I would say though just slowly quietly work them in. Don't even draw attention to it. Just say one match at first, then a couple and eventually a few. Hell some of them could even be competitive, don't necessarily make it all squashes. A bragging heel could find himself struggling with an enhancement talent due to cockiness for example. Alternately as we get to know enhancement talent they might have a bit more fire one night than others.
Essentially, have some variety to it and don't draw attention to it.

Main Event retooled into a more Wrestling Challenge format I figure would have a slow but gradually positive effect on the midcard. The talent on AEW Dark and in the NJPW Young Lion matches get to look strong, because jobbers and Young Lions are supposed to be average-level fighters in most wrestling storylines. A squash is meaningful because it signals the midcarder as a dangerous name to take seriously, like when Joey Janela or Yujiro Takahashi beat down a lower carder. It makes a win over Janela and Yujiro feel much more important. That in turn, makes the big-timers, your Kenny Omegas/Moxleys and Naitos/Hiroshi Tanahashis look even *more* badass in comparison.
I think ratings would see a slow uptick- not right away, but like how stars without many belts like Bossman and Jake Roberts benefited in the 80s and early 90s, the whole main roster looks tougher because it eventually washes off all the "this superstar can't win a damn thing" dirt. Humberto was covered in that dirt pre-Garza. Raw probably could squeeze in a few more enhancement bouts if they absolutely must have a three-hour broadcast (which is only good for advertisers but burns out your viewers week after week). Adding one or two tune-up fights along with all the marquee matches at least could prevent some midcard RAW pushes from feeling as if they're being derailed too fast. Like Keith Lee for example- injuries aside, I think Vince booked the Keith/Drew feud way too early, and should have done more of a slow burn with Lee feeding on jobbers for a while.
A steady jobber diet was what made Goldberg grow into such a healthy ticket seller, cause fans were like "look at this dude, he's like Tyson, an animal just wrecking fools!".

That's how it should be IMO, but I don't think the E is ready for the immediate blowback this would cause.

Do a special Raw episode called "Night of the Jobbers" where the most annoying loser jobbers are the only wrestlers on screen for the full three hours, and they're so unbelievably annoying and obnoxious that the audience will relish in them getting their ass kicked in every match for the foreseeable future afterwards once things go to the new normal of enhancement matches.

Have NXT midcarders show up on Raw occasionally to do these jobs. It's essentially what AEW does on occasion where indie stars might show up on Dynamite without contracts to lose to the upper echelon, such as Skye Blue vs. Jade Cargill on Rampage.
Of course, you are somewhat selective who you actually use. You don't use people that are clearly marked for great things like Bron Breakker or Toxic Attraction (unless Bron is there to flat out score an upset and transition him to the main roster), nor do you use your main eventers or champions like Roderick Strong, Pete Dunne, Tommaso Ciampa, Johnny Gargano, Io Shirai, MSK, etc. You use mostly the people that aren't getting pushed much anyway. Your Trey Baxters, Ikemen Jiros, Lorcan and Burch, and perhaps others that haven't even sniffed TV yet, so you aren't derailing any of NXT's plans (and depending on how they are used, they can react accordingly if say...Trey Baxter ends up in a high-flying clinic with Mustafa Ali rather than a squash).
And maybe occassionally WWE mixes it up and uses indie talent anyway. Like how Keita Murray and Eli Everfly have a win on Smackdown against Miz and Shane McMahon, or how Kris Statlander was a Brooklyn Belle a while back.

Funny how a company that built up Bret Hart as a singles star has forgotten how to.
As a kid, I was amazed that the skinny one from the Hart Foundation was racking up singles wins against much bigger and stronger men like the Barbarian.
I got from it that Bret's a thinking man's wrestler and built a win streak to logically challenge Mr. Perfect for the IC title at Summerslam 91.

Most NXT talent should be jobbers when put against main roster talent. And that is a good use for them. Just put a mask and a different outfit on some people, and have them lose to the "name" act you want to showcase. Have someone without tattoos/a distinctive body, have them do double duty, do a jobber match to get someone over, and then come out as yourself to do their own match later on.

It is an odd conundrum, as you want fans to take some notice of these stand-outs, but if you have them debut as a champion only to have them job to a main roster talent, it diminishes the title since the champion would not be able to put the belt on the line. This is my reasoning for development titles to be something else, like a medal or trophy. I know I'm splitting hairs over props, but these props do hold signicance to the story being told. I would make a medal system for the developmental talent to strive for and earn. These medals would be used for talent who could be in line for a push on the main roster, and would allow them to "try out" on Raw or Smackdown. No need for them to come out with it, as they forfeit the medal for the opportunity to wrestle a bigger name. The developmental talent win/lose/or draws according to what Vince want for that talent going forward. Not every medal winner will win on the main roster, nor would their debut be set in stone. If they lose, then they should go back to developmental, but there are different stories that can be told. A multi-time medal winner that loses every chance they have could become a sympathetic underdog that fans might lean towards hoping one day they'll "make it." Another scenario could find a medal winner getting his debut, and instead of having a match at all, they destroy the popular name they were supposed to wrestle, setting up a new talent and a compelling feud for them to begin their main roster career. Again, splitting hairs with the props, but the handling of Kross' debut really should never have happened while he was still the NXT champion, and aided in exposing the problems between the NXT and Raw/Smackdown rosters.

It’s not silly to call championships props. If you are watching a show where someone loses a wedding ring should you not care because it’s just a prop? No because in the reality of the show it is something important. If they are champions in NXT then ideally they should be the best of developmental and therefore equal to some of the main roster at least. A hierarchy could be NXT talent-WWE jobber/low carder-NXT Champion/WWE midcarder-WWE Champion (any belt ideally).
