How do you think his booking would go?
While many credit him with the Crash TV style of the Attitude Era that helped make the WWF see popularity not since the days of Hulkamania and Rock n' Wrestling, it was only one part of the equation.
He began as head writer in late 1996, but the company didn't start to boom until right after Wrestlemania XIV(when Raw's ratings went up and started beating Nitro). He held that position until he quit the company in early October 1999, meaning he's only been part of the Attitude Era for the first year and a half(the other half ending at Wrestlemania X-7).
While it's popularly said he had a filter to make his outlandish storylines less crappy, the filtering was more lax in 1999 with crap such as Sexual Chocolate, Harry Beaver Cleveage, Terri Runnels fake miscarriage, as well as the 1999 Royal Rumble and Wrestlemania XV, and a bunch of other stuff I'm forgetting at the moment.
Lets say the New York native made it to 2000 and didn't go to WCW(where his crap was at it's very worse), how would he handle such events as Kurt Angle's rise to the top, debut of Tazz and The Radicalz, and the "Who Ran Over Austin" storyline(which was crappy in it's own right).
Thoughts?

I mean really, that's where the whole storyline should've went. Russo and Ferrera I believe were fans.
Test loses Stephanie at the wedding. Loses at Armaggedon. Wins the Royal Rumble.
Triple H vs. Test at Wrestlemania 2000 for the WWF title.

He would have been either quietly removed from the head writer position and then released or loudly & publicly fired. Vince and Bruce & Pat helped bail out Russo's horrible ideas but they could only do so much.

The Radicalz have to do a SHOOT promo about the big bad company down south.
Chyna would turn a couple more times. Maybe somewhere in there, do a shoot promo about Hunter and Stephanie. But SWERVE BRO, it turns out that Steph was cheating on Triple H anyway. With who....why, CHYNA of course!
TLC match ends when Jeff Hardy and D-Von Dudley each grab a belt. Now they must be WACKY TAG TEAM CHAMPIONS WHO CAN'T STAND ONE ANOTHER!

They don’t go under because their star power is too big, but if Rus got his WCW level of control then I highly doubt 2000 is remembered as the golden era it was.
Half of it would be so bad it’s funny, the other half would be a bigger cringe factory than his TNA lows.

WCW 2000 still sucks because the suck started well before Russo got there. But it'd just be bad instead of the glorious trainwreck it ended up being.

WWF 2000 probably isn't nearly as great as it was if Russo's still there. WCW 2000 still sucks because the suck started well before Russo got there. But it'd just be bad instead of the glorious trainwreck it ended up being. TBF WCW in 1999 was already at trainwreck levels of bad pre-Russo. It started with the "Fingerpoke of Doom" and then became progressingly worse as time went on. Remember that one Nitro where the first hour had no matches? Raven being revealed as a spoiled brat? Ric Flair in the mental institution? The Kiss Demon? If anything, Russo's booking made it a different kind of trainwreck, but I can't say for sure if there booking would get any better if he didn't sign with them.

And one of the reasons (if not only) reason why he was let go was because people hated that he used storyboards that helped with continuity (aka made the show good). Since in their minds, that wasn’t normal, they decided to mess with success and have Steph inadvertently help run the company into the ground.
