They should have pulled the trigger on him beating Yoko at Summerslam&then maybe a month or so down the line, have a photo or video with him talking to Heenan "leak". The commentary and other faces want to know what's going on.
Lex acts like he doesn't know what they're talking about and it's all hearsay until a phone conversation or some such also leaks where Heenan tells Lex something along the lines of "see, I told you the humanoids would fall for this whole patriotic crap." Lex has duped us?! The leopard didn't change his spots! He's been the Narcissist the whole time! Worse, he used the fans love of the USA against them! What a dastardly act!
Cat outta the bag, Lex goes full heel and admits the ruse and how all these stupid fans bought it. Have him beat some face challengers at events. Maybe do a program with him and Duggan at the Rumble where it looks like the real patriot is going to beat the fake one before cheating or whatever and Lex wins again.
Bret wins the Rumble and that's your Mania program cuz Bret is clearly the more over face but now you've also got a solidly established main event heel Lex you can use as needed
As for Yoko, his deal plays out relatively the same way with the Undertaker feud which never needed the belt anyway. Maybe he's in a tag match with Crush vs Macho and someone at Mania, or put him over Quake or someone to keep him occupied before Taker returns.
But Lex is more natural as a heel, feel like you could get good heat with him faking the patriotism, we end up with Bret where he'd be anyway but Lex is elevated as well.

Bret vs. Lex would have been a worthy WM main event. Even beyond the setup you just gave it, they were the WWF and WCW champions at roughly the same time. Plus, Lex was so much better against quick athletic workers than he was against big monsters.

The swerve with Heenan would have to happen pretty quickly, because he’s gone from the WWF by the end of 1993.

If you wanted, you could also book some tension between the Heenan-Luger/Cornette-Yokozuna camps, surely Corny;'s not gonna be happy about Bobby pulling a fast one on him after he had received from him such a glowing introduction to the WWF.

Yea I really don't get them keeping the belt on Yoko after a buildup like that...I mean it was surprising, but that really felt like a coronation for Luger.
and then WMX. Could they have at least given him a brief Wrestlemania 10 only reign and had the face vs face title match? Maybe they thought that having Bret go over as a Canadian in MSG vs the All American Luger would not get the response they were looking for? The end of WM 10 was all about setting the stage for Bret/Owen
