Who do you think is the better comedic actor? This is just on performance, not personnel feelings on them as the person. (though Art Carney giving the time he grew up in, probably did stuff or thought stuff that is not acceptable today)
They are both comedic great, but Art Carney is the original, and there is a iconic cartoon character influenced by him. That probably gives him the edge.

I'd say Michael Richards edges him out, though Carney was capable of dramatic heights I don't think MC could have pulled off:

Art could do so many things very well, not just comedy. He also was one of those actors that brought some level of legitimacy to projects he would pop up in, like the damn Star Wars Holiday Special seems more high brow seeing his name in the cast.
Art could also adjust on the fly with ease, he could read a room and a situation extremely well, Gleason never wanted to rehearse and Art would often be the one almost guiding him through some scenes and if something went wrong or Gleason flubbed Art could quickly recover and keep it going.

Art Carney had a really prolific career beyond The Honeymooners. He even won an Oscar for acting in Harry and Tonto (beating out a field that included Al Pacino, Jack Nicholson, and Dustin Hoffman).
I don't think anyone really remembers Richards as anyone but Kramer from Seinfeld. And the racist rant at a heckler.

Carney was great in any role he had. Richards on the other hand was great in UHF and sucked in everything else.

If Kramer is Norton, who in Seinfeld is his Ralph. On the surface it would be Jerry they are neighbors, but at the core in terms of looks and temperament, it is George. He is a schemer. Watch any episode that has a George and Kramer team up plot, it is similar to Ralph and Ed.
If we ever meet Kramer's dad or grandpa, I think Art Carney should have played him. I wonder if Larry David ever thought that.

George was always the best character and actor to me in Seinfeld, Kramer was always pretty boring and basically just an extra like any other character in an episode. Art Carney, to me, was the star of Honeymooners. He just came off so much more enjoyable than Ralph. Ralph was like a pre-Barney Fife-trying to be so funny it was silly.
