I saw this idea on a site where five guys were fantasy booking Wrestlemania VI but the condition was, they couldn't use any matches that actually took place. It seems like a tough task but here's my Wrestlemania VI.
I would love to see what you all would do. I'm sure Survivor Series would be easy since you there's so few matches and always a random assortment of people. Royal Rumble would be easy too.
Matches in no particular order:
Martel v. Tito to end that feud on a big PPV
Quake v. Duggan, not sure who loses here but neither guy probably takes a pin
Rockers v. Hart Foundation-the #1 contender match
Hercules and Roma, new face tag team v. Orient Express, Hercules and Roma lose and turn heel somehow
Dibiase and Akeem v. Bossman and Jake. Akeem takes the pin but the Bossman/Dibiase feud is established with a big PPV match
Piper v. Rude to end their feud
Bad News v. Garvin, who was on the way out
Barbarian/Haku v. Demolition-piggybacking off the Survivor Series "fighting in the Heenan Family" Bobby Heenan tries a Freebird rule with Barbarian. Andre is at ringside but causes Haku to be pinned and Andre gets his face send off
Macho v. Dusty in a single's match
Bolsheviks v. Bushwhackers. Quick win for Luke and Butch to set up the Bolsheviks split
Snuka v. Bravo. I think Snuka wins and Quake squashes Snuka in the end
Warlord v. Rooster who is on his way out
That leaves some tough decisions. The only ones left are Brutus, Warrior, Andre, Perfect and Hogan so...
Warrior v. Andre where Warrior slams Andre on a bigger stage than house show and this sets up more issues with the Heenan Family for the title match later
Hogan v. Perfect as the final match. It will take a lot of buildup to get Perfect in the main event but it can be done. Brutus will be at ringside to stop the Genuis from interfering and Brutus is establishes as a main event guy for a future feud with Perfect for IC title.

Wrestlemania 15 never felt very "big" to me by Wrestlemania standards, especially compared to the previous year, so I'll do that one. 1. Intercontinental Title 6 Pack Challenge - X-Pac v Jeff Jarrett v Owen Hart v D-Lo Brown v Val Venis v Goldust 2. The Corporation (Ken Shamrock, Big Bossman, Test) v The Brood (Edge, Christian, Gangrel) 3. Hardcore Title - Hardcore Holly v Al Snow 4. Undertaker v Big Show 5. Women's Title Fatal 4 Way - Sable v Jacqueline v Luna v Tori 6. Tag Titles - New Age Outlaws v Kane & Shane McMahon 7. Triple H v Chyna 8. WWF Title Hell in a Cell - The Rock v Mankind 9. No Holds Barred - Steve Austin v Vince McMahon (Guest Referee: Shawn Michaels) I'm not sure it's even any better than what we got but I tried.

Mr. Perfect vs. Rick Martel (Perfect wins)
Steiner Brothers vs Jeff Jarrett & Jerry Lawler (lots of build in USWA TV for a crossover, Jarrett's WWE debut, Steiners win)
Bob Backlund vs. Lex Luger (Luger wins)
Razor Ramon vs Tatanka (Razor gets back on track by ending Tatanka's undefeated streak)
Crush & Repo Man vs Doink I & Doink II (I would have kept this the same. but with respect to the stipulation in the OP, Repo turns face since he was doing pretty much nothing, and Doink II debuts a few weeks earlier)
Undertaker vs. Bam Bam Bigelow (MUCH better WM opponent for The Streak)
WWF Tag Title Handicap match: Money Inc. & Jimmy Hart vs. Hulk Hogan & Brutus Beefcake (again, respect to the OP stip, Jimmy Hart turns face here instead of Raw, Hogan and Beefcake wins to get Hogan another title for the European tour)
Randy Savage vs Yokozuna (Yoko attacks Macho at the commentary desk to get his Rumble stipulation stripped, Macho want revenge, Yoko wins to set up title win at King of the Ring)
WWF Intercontinental match: Shawn Michaels vs. Marty Jannetty (definitely a fantasy booking to hope Jannetty stays clean enough for a big money match on a big show, maybe make it a ladder match or another gimmick match if the feud had progressed this far)
WWF Championship: Bret Hart vs. Roddy Piper (Piper gets his win back from a year earlier finally giving him the big win, but Bret keeping it here would make a lot of sense also)
You could also do a live preshow type of deal from another hotel in Vegas. A small tag tournament for some type of trophy with the hotel tie-in name "The Golden Nugget Cup" or something like that with High Energy, The Headshrinkers, The Natural Disasters, and The Nasty Boys. The faces win. Then do a battle royal with everyone else who wasn't booked. Giant Gonzalez eliminates Tito Santana to win.

Great American Bash 1991
Preshow: Sam Houston vs. Black Blood w/Kevin Sullivan (Black Blood squash) Tommy Rich vs. Johnny B. Badd w/Teddy Long (Badd wins) The Hardliners (Dick Slater & Dick Murdoch) vs. Junkyard Dog & PN News (Hardliners win)
Main Show: Non title six man tag match: The Freebirds (Hayes, Garvin, and Badstreet) vs. Dustin Rhodes, Tracy Smothers, and Dusty Rhodes ('Birds take out Steve Armstrong weeks earlier, Dusty agrees to team, faces win obviously)
First Round of World Title tournament, 3 matches: Sting vs. Nikita Kolloff (Jim Herd wants to keep the match for the tournament, but strips the chain match stipulation if they both want a shot at the world title, Nikita isn't happy about it, but still agrees; Sting wins, but Nikita attacks him after the match with the chain; El Gigante tries to save Sting but gets beat down as well)
Rick Steiner vs. Big Van Vader (Vader on loan from Japan; Vader wins in a short, hard hitting match; Harley Race appears on ramp to watch the match)
Barry Windham vs. Arn Anderson (Arn and Barry both enter the tournament, think they'll just beat everyone, meet in the Finals, then the winner will be the new centerpiece of the Four Horseman, Jim Herd surprises them and says they are meeting in the first round; both agree ahead of time to a clean, technical match, Arn cheats first, Barry keeps things clean, planting early seeds of face turn; Barry wins; Harley Race appears on the ramp to watch the match)
5vs5 Elimination Tag Match: Stunning Steve Austin, Terrance Taylor, One Man Gang, Diamond Studd, and Oz w/Lady Blossom, Alexandra York, Kevin Sullivan, Diamond Dallas Page, and Merlin the Wizard respectively vs. Bobby Eaton, Tom Zenk, Big Josh, Ron Simmons, and Brian Pillman (an unmasked Brian Pillman is un-suspended and replaces an injured El Gigante, flash pins Oz to start the match; Simmons and Pillman are winners after coming back from a 2 on 3 disadvantage)
Semi-finals of World title tournament, two matches: Sting vs. Vader (before the match Harley Race approaches Vader and talks to him; Sting wins by DQ after Vader won't listen to the ref and keeps attacking Sting, this way Vader doesn't need to take a pin which probably wouldn't be allowed anyway)
Lex Luger vs Barry Windham (Luger gets a first round bye due to being the number one contender; almost same match as they originally had, minus the cage, Harley Race approaches the ring with Mr. Hughes, Luger starts his heel turn; Barry starts his face turn)
Robert Gibson vs. Ricky Morton (only non-tournament singles match on PPV; same match they previously had; I honestly can't even remember who won originally, so I'll just say Morton wins to push his heel persona)
Finals of World title tournament: Sting vs. Lex Luger (Luger has Race and Mr. Hughes with him now, Sting is very injured, but tries his babyface best, Luger wins; all this should allow pretty much everything to live on in canon as it did: Luger vs Sting won't wrestle again for another 15 or so months so this match works well here, Luger moves toward Simmons who has a little move forward with his win in the multi-man match; Sting finishes matches with Nikita, then moves on the US title tournament win and eventually the Dangerous Alliance; Barry Windham continues his face turn; Pillman coming back early is the only kind of glitch in the matrix that would need resolved somehow)

Ok, one more because I always loved doing these. Again, I did keep one match the exact same, but I only used two venues instead of one, so let's call it a wash.

Chicago Venue: Dark match: Tony Atlas vs. Hercules Hernandez (Herc wins)
Main show: Junkyard Dog vs. Hoss Funk (JYD wins)
Hillbilly Jim vs Adrian Adonis (Adonis wins)
Boxing re-match: Mr. T vs Bob Orton (T wins by KO)
Intercontinental Title 2 out of 3 falls: Randy Savage vs. Tito Santana (Macho wins)
Tag Titles match: The Dream Team vs. The British Bulldogs (keep this 100% exactly the same, Bulldogs win)
Venue Main Event - Steel Cage Match: Paul Orndorff vs Roddy Piper (Orndorff wins by escaping the cage, starts his big push towards the heel turn; this gives another obstacle for Hogan to overcome later in the year for their cage match, knowing Orndorff beat Hogan's old rival)
New York venue Dark match: Mike Rotundo & Blackjack Mulligan vs. Iron Mike Sharpe & Moondog Spot (wink and nod to smarks for Rotundo teaming with his father in law, replacing the man who replaced his brother in law)

I'd keep most of the plot points the same, but with different matchups.
WrestleMania 15:

I'd have McMahon hold on to the Rumble #1 contender spot, but it would somehow be a triple threat with Austin, maybe even McMahon himself adding Austin in so that he personally (with The Rock's help) can end Austin once and for all (but then Austin wins in the end.)
EDIT: Added the HIAC match which also adds Undertaker to the card. Fitting him in this one is a little tricky since Taker is a tweener at this time period, but definitely leaning heel. So him teaming with total face Mankind might look weird, but since the two were in the infamous HIAC the previous year and now are together in another Cell match, it would be a big sell. Also you got both Paul Wight and Boss Man trying to stay in McMahon's good graces. (Also yes, that pairing would look hilarious considering their feud later that year.)

This is a fun exercise. Almost every fantasy re-booking has at least one match that people don't feel the need to touch. Here's my attempt.
WrestleMania X
Heavenly Bodies vs Bushwackers dark match becomes Bodies vs Men On A Mission dark match.
Owen vs Bret opener gets replaced by the ten man tag they cut from the real show.
Bam Bam Bigelow with Luna vs Earthquake with Sy Spurling from Hair Club For Men. On Raw, Bam Bam takes offense to Sy wanting to cover up beautiful bald men's heads and Earthquake makes the save for Sy, setting this up. Probably a better match than both guys got on the canon show. Earthquake has new hair at the show if possible.
Crush vs Doink - No Holds Barred. They have history from last year but both have new face/heel alignments now, so that works. On Raw, Face Doink tries to apologize for the past, but Heel Crush ain't having it. Dink bumps for Crush, Doink is mad, thus the more brutal stip.
Alundra Blayze vs Luna Vachon
Bushwackers vs The Quebecers. Bushwackers win the belts cuz I always wanted them to.
Bret Hart vs Lex Luger - 2 Out Of 3 Falls. After the Rumble tie, they have to fight each other to see who the #1 Contender is. Owen costs Bret the last Fall and an angry Bret finally agrees to fight his brother.
Razor Ramon vs Adam Bomb for the IC title.
Shawn Michaels vs Roddy Piper? Assuming Piper could go, no referee spot for him this time. On Raw, Shawn wants ex-IC champs to call him the real one as part of the Razor feud, but Roddy refuses and says Shawn stole Piper's Pit with Heartbreak Hotel. They fight about it, and Piper puts over the New Generation (maybe with interference bc Piper).
Randy Savage vs Yokozuna. On Raw, Cornette says since there was a Rumble tie, they both lost, thus Yoko should get the night off at Mania. Savage calls him a coward. Back in Macho's day he fought MORE than 2 guys in one night at WMIV and became champ. Yoko takes offense and Cornette reminds Randy that Yoko first won the title after winning the Rumble, which he won by tossing Randy's old ass out the ring. Macho gets one last shot at glory (and a new contract offer behind the scenes that he hopefully accepts) and main events one last Mania before he's out the door. If Yoko HAS to go over to end Mania, maybe we tease Undertaker coming back for revenge after the match to at least try to send the crowd home happy.

Shawn Michaels v Marty Jannetty - Shawn decisively beats Marty
Bret Hart v Narcissist Lex Luger (subbing for Lawler who still does the injury angle). A healthy Lawler interferes so Bret loses.
Mr Perfect v Yokozuna - Instead of the Luger push, it's the "perfect" bodyslam heard around the world. America is a "perfect" country, etc. Curt Hennig gets a quick Thank You run with the belt.

King Haku vs. Koko B. Ware Hot, high-flying opener to put Haku over in his first high-profile match as king
"SCIENTIFIC MATCH" Fabulous Rougeau Brothers vs. Killer Bees Save the Rougeaus' official heel turn for this show; they win via some very unscientific tactics that leave one of the Bees bleeding badly
Don Muraco vs. Greg Valentine Blowoff to their feud; Valentine gets a shady pin after using his shin guard as weapon; the ref realizes what happened and restarts the match, and Muraco hits his piledriver to win
Jake Roberts vs. Ravishing Rick Rude Cheryl Roberts at ringside to support Jake; Rude tries to forcibly kiss her before Jake's entrance, triggering a wild brawl in and around ringside that eventually ends in a double DQ with these two still trying to kill each other
TAG TEAM TITLES Demolition (c) vs. Tito Santana and Ultimate Warrior With Martel injured, Tito takes a freight elevator down to Parts Unknown to find a partner who knows Demolition's ways of otherworldly destruction; Tito plays the Ricky Morton role; Warrior dominates, but there's a ref bump via accidental Warrior clothesline and a Dusty finish where Tito/Warrior appear to have won the belts but are actually DQ'd
Brother Love with special guest Ken Patera It's all a setup for the Big Bossman to show up and cuff and clubber "jailbird" Patera and badmouth Hogan, teasing their upcoming program

Hulk Hogan vs. Ted DiBiase Clean payback win for Hogan after all the B.S. earlier in the year, but after the match, Andre comes down to attack Hogan with a chair and choke him out, casting doubt on whether Hogan can appear later in Savage's corner in the main event
