I remember someone in the diva's battle royal (Gail Kim perhaps?) later saying in an interview that they had all three sets of outfits ready in the back and had to get dressed very quickly once the result was announced. Yup. So, I'm inclined to think they were truthful in the gimmick. It's not like a Raw Roulette where faking it was obviously a lot easier to do without potential legal problems.

The one that sticks in my mind was "Who faces Umaga?"
Chris Benoit - who would have been a great match (and no one knew he was going to murder a child in about 10 months before anyone mentions) The Sandman - Fun brawl, Sandman strangely motivated at the time Kane - Who Umaga had faced 6 times in the past month.
Fans voted for Kane. Meh.
There was also the meta moment where The Miz in 2007 won a landslide to face CM Punk for the ECW title as fans rightly deduced he was the one guy the WWE weren't going to book to win the title from Punk!

Fans voted for steel chain, which they used for about 2 min, then went for the planned spots/finish that included steel chair.

I wasn't watching at the time but it sounds like a cool idea. It was a cool idea but it never really seemed like they understood the implications of the idea, from the examples people have done. Honestly, if they did it now, they can at least utilize social media more and make it more spontaneous and such and plan for all potential outcomes. Back then, they sort of had the groundwork but that was where the planning started and ended.

The one that made me sure it was legit was the vote for who would face Triple H for the WWE Championship. Michael Cole presented the options something like this:
Option 1 - Triple H vs Jeff Hardy Option 2 - Triple H vs Vladimir Kozlov Option 3 - Triple H vs Jeff Hardy and Vladimir Kozlov IN A TRIPLE THREAT MATCH! IT'S A TRIPLE THREAT MATCH, YOU GUYS! THE CHAMPION IS MORE LIKELY TO LOSE IN A TRIPLE THREAT MATCH! VOTING FOR OPTION 3 IS LIKE VOTING FOR TRIPLE H TO LOSE THE TITLE! YOUR VOTE CAN END THE REIGN OF TERROR! TRIPLE THREAT MAAAAAAAAAAATCH!!!!!!!!!!!
Fans went with option 1

Legitimate but obviously they booked in a way to get the results they wanted. Oh yeah, remember the Ric Flair promo before his match with HHH where he pretty much spent 20 minutes going “I WANT HHH IN A STEEL CAGE! VOTE FOR STEEL CAGE! NO, SERIOUSLY, STEEL CAGE!” You're getting a regular one on one match, and you're gonna like it.

Man, that reminds me how lazy they got with these. Basically booking it in one single way that involved all options, instead of bothering to come up with multiple scenarios. "Who should be the ringside enforcer out of these three people?" Wrestler A wins, and then B and C also get involved at the end anyway, getting their spots in as well.

They were definitely legitimate. You run into significant legal problems if you fix a fan vote and WWE was well aware of that. Not saying this isn't true, but can you elaborate? How would WWE get in actual trouble for this? Did fans have to pay some kind of fee for Cyber Sunday voting where they could then come back later and claim they were wronged/ripped off by the results being rigged? They voted by text message the first show. That means fans are actually spending money in order to vote.

I remember in 2005 during the Raw vs. Smackdown feud, they were trying to push JBL (a heel) as Rey's partner vs. Edge/Snitsky as JBL helped Rey get the jump on Edge and Chris Masters one time on Raw but the fans still voted for Matt Hardy.

Also, Hardcore Holly was an option for some reason, and I think he got around 2% of the vote.

Not WWE but remember when the fans kept voting for Desmond Wolfe in TNA for their interactive title matches. Instead of rethinking their position on him and maybe listening to the fans and giving him a decent push they were like "Silly fans you don't like what you like brother. Have more Abyss" and squashed him. They had to stop doing it cause they never got the result they wanted.
