I'm trying to commission a seven panel one-page comic strip for a franchise's upcoming anniversary, I tried Fiverr and some artists are very dodgy. I tried getting a strip made there and they only ever did one picture despite advertising they would do several panels. Art also wasn't very good.
My question for anyone here, whether they be professional or not, is how expensive is it to put together just one multi-panel page? And can you recommend me any professionals that have good rates on those?

It depends largely on the artist and what you personally want from them. One other place to check out is Deviantart, which does have several good artists on it. I believe there's a forum that you can check out and ask for commissioners and there are groups that are dedicated to certain franchises, so you can go through some of them for potential artists as well.

Interestingly, there is an option for commisions to be paid not through currency, but through a Points system, or if you're already paying through Premium Membership I was thinking of commissioning a cover for this strip from Ron Frenz too.

You should be expecting to pay at least triple digits for that much work if you expect the art to be any sort of quality. If you're commissioning this in any sort of professional or commercial capacity, except to pay much, much more.
Communicate with prospective artists who specifically advertise they have commissions open on places like DeviantArt, ArtStation, or their social media and give them an idea of what you want and in what capacity and they'll give you a price quote.

Thanks guys, I've asked for help on Deviantart and gotten some pretty good offers, they've provided me with samples of their work and price quotas, some of them are shockingly reasonable for the quality they put out. I'm OK with forking out a steep price for a cover to the project. Sadly, my first choice of Ron Frenz probably won't materialize, I think he's fully booked for the year as far as commissions go, but I did get in touch with a DC/Marvel inker who's interested and cut down his asking price by about 20%. We're close to negotiating early cover sketches right now.

My pro is in the midst of doing try-out sketches which I have final say on, and from there I would pay for the fully inked cover once I decided which was best...only I kind of am having second thoughts about our deal now, as I'm having difficulty setting up Paypal. I signed up to Western Union but I haven't tried it out yet, and I'd like to test it on a cheaper commission first.
I had asked if he wanted paid before he started the sketches, but he very kindly offered to do them for me beforehand, and that it was part of the process. I now feel really heelish about the whole thing, I don't know what to say to him or how he'll take the news he could be potentially wasting his time, but I'd rather nip it in the bud before it goes too far to quit.
Has anyone had similar experiences?

The honest thing to do is to say you're having trouble setting up Paypal, and ask if there's another way you can pay them. People are usually reasonable if you're upfront with them. Western Union is very reliable, though, people use it to send money between countries all the time.

It's not a hard rule, but you usually get sketches as a courtesy before you pay in order to see if there's anything you want changed before going to coloring or whathaveyou.
Usually it's the sign of a reliable artist who isn't a scammer (though you're commissioning pros who already work in the industry, so I doubt any would be fly-by-night people anyway). Just be up-front about your PayPal issues and they're usually pretty understanding and work with you on a solution.
