Both titles matches this year are arguably Wrestlemania main event level but sometimes you get complete throwaways like Hardcore Holly challenging in 2004 or Kurt Angle v Mark Henry in 2006.
HHH/Steiner, Edge/Cena, Orton/Hardy, Punk/Rock and Styles/Cena were all big, heavily hyped RR title matches. Combined though I think the most stacked year was either 2003, 2008 or this year. 2017 was probably the best in terms of match quality.

2007 might be the answer in terms of sheer quality.
2019 sounds great on paper but while Lesnar / Balor was a lot of fun that Bryan / Styles match was boring as all hell.

It's not to my taste but objectively I'll still probably say this year. Arguably the biggest first time match they have left and the two people with the most meaningful history. Like op says they're wm main events.
Most of the other options have a weak link, can't vote for Del Rio, Kennedy or Bob Holly no matter how good the other side of the equation is.

This year honestly.
Usually at the Rumble, they'd test the waters and give some mid carder a title shot like Ziggler, Kennedy, Bob Holly etc but this year, they've knocked it out of the park and gave us 2 WM main event quality matches.
Let's hope they book them right.

Probably this year tbh. But Punk/Rock has to be the biggest on this list in terms of star power and importance

In terms of build, 2003 felt really huge. You had the emotion of feeling like Scott Steiner vs Triple H was a first ever meeting (and we didn't realize how bad Steiner's dropfoot combined with Trip's own immobility would make it a stinker) as well as the vibe that this might be Benoit finally breaking his ceiling and winning the big one.
Of course, the former was a massive letdown and the latter, while a classic, was somewhat marred in the months to follow as "this is as high as Benoit is going to go, isn't it," then seemed to be rightfully celebrated as a classic between Mania 20 through June 2007 when Chris Benoit did the horrible act that makes it very challenging for most of us to put aside when revisiting his body of work.
But yeah, in terms of a biggest pair GOING IN to the show, 2003 feels like it. Especially after what a hot year 2002 was for pay-per-views with only two real stinkers and the feeling they were going to try to make good after the downer that was Armageddon 2002.
