He kind of is the poster boy for what a lot of people hate about WWE’s philosophy these days.
That hurts his perception regardless of talent, fair or not.
Personally I blame Vince and co far more than Brock.

Because Brock doesn't give a shit. If he wanted them to portray him as the GOAT they'd do it, same as they tried it with HHH as a Hogan-level legend for many years. It's just a job for Brock.

Suplex city was the worst thing to ever happen to him. Once he decided he could wrestle using only one move it destroyed any fun or intrigue his matches had.

He's not great on the mic. Hasn't really had an iconic fued or storyline that I can think of. His matches are often really good, but not amazing.
Yeah he's one of the best, but not top 10 or anything today high.

If anyone ever called Brock "the best Monster Heel of all time", I wouldn't even feel like that was a point I could easily argue against. He's been one of the most credibly pushed wrestlers in professional wrestling history.
That said, would I call him the best wrestler ever? No, but I can definitely see the argument for anyone who felt he was. I'd say the same about Kurt Angle, honestly. If we're just talking physically, Brock and Kurt are some of the best to have ever done it.

Bad Promo... most of his title runs were mostly unmemorable or just flat out absentee, I can't really point to too many of his feuds that I'd point out as iconic or anything.
and what's not really been brought up there's things like why I dq Orton from the discussion... if you're only good when you care and you only care like 5% of the time...

Because he split early. Had he stayed and had matches that weren't just suplexathons he legit could have been the very best ever. Shame.

I think Brock is a WWE legend, but probably in the HBK/Bret/Warrior/Undertaker tier.
That’s not a bad club to be in at all, but for the most part he was a brief star at the beginning of Ruthless Aggression, then that helped him become a huge draw for UFC and he brought his fame back to WWE in a period a decade ago where they weren’t doing terribly at all but were still below their buzz peaks.
But IMO, boring stretches of booking aside, he is one of the greatest final boss characters of all time, alongside Hansen and Vader (I’m including Brock’s brief IWGP run too). As well as one of the most successful crossover stars between MMA and wrestling up there with Rousey, Suzuki, Shamrock, Sakuraba, etc.
