You worded it "biggest" which would have to be The Rock. His return and feud with Cena did monster business and might never be matched again. Their first match is the biggest PPV in wrestling history. Their first in-ring confrontation on Raw got over 7 million viewers which is attitude era level numbers but they did it in 2011.
HBK's was my favorite though. I thought that 2002-10 run was better than his original one and produced more great matches.

HBK was really cool because his second run in WWE was iconic. So was The Rock, although it was the start of part-time wrestling.
But honestly, CM Punk. The impossible happened with AEW luring Punk back into the ring and with him wrestling weekly, he's doing really good stuff.
btw, Edge would've been my vote if he was in the poll. His career was over due to injuries and he fought his way back. Mad props!

My answer would be Punk even if Edge (And Christian) were included, Sting for that matter would also count by the way.
Punk's return was a moment in time, Rock's was big when it happened, but Rock's wasn't in the same "That's never gonna happen" realm as Punk's was...

Honestly, Bryan Danielson/Daniel Bryan in 2018 might be one worth considering, even though it didn't light the world on fire immediately. His heel character ended up being a great foil to Kofimania, he got to have one of Brock's best matches of his run, being one of the few that could drag him out of Suplex City monotony for a bit, he main evented Wrestlemania again, and then got to be one of AEW's biggest acquisitions ever, and could end up mentoring the next generation of great technical wrestlers both on-camera and off-camera.

I can't vote the Rock because it was only for a short period. Yes it was fun and great to see it but it didn't last because injury that hollywood forced him to do more. CM Punk was something that I was about given up that he would come back and be passionate about it. HBK was such a good run with a lot of classic matches. I'm leaning to that because how long it lasted. Edge and Punk are close though.

My answer would be punk. The way he left was completely unexpected and had a lot of mystery to it, and he came back to the hot new promotion bringing the revolution to new heights

HBK’s return was just a dream. That first match back with HHH absolutely hit it out of the park and it was always great to see him considering at one point I didn’t think we would see him in the ring again. The Angle matches, the Jericho feuds, The Cena one hour match, Undertaker feud all amazing.

Michaels was phenomenal after he came back, and he sustained it for years, but I have to go with Punk here. The "no way" factor was just unmatched. This is something we'd been condition for YEARS to think would absolutely never happen. His return in Chicago gave me chills the way I got chills when Bret returned to RAW in 2010. And on top of it, he has been performing consistently well in the ring. I thought he'd be a four-times-a-year kind of attraction, but he's been killing it as a primary member of the roster.

HBK’s, with Brock in 2012 being second behind that.
Especially because of the foils each guy had. Hunter was the perfect bully and Shawn was so convincing in his selling he got amazing sympathy. And I didn’t mind the finish of that Extreme Rules match. Cena only “won” on paper and that match did enough to establish Brock’s new power level. That squeaker of a loss made Lesnar’s Summerslam 2014 win mean even more, because you don’t want to beat a weak champ (Brock breaking the streak didn’t hurt either).

I would say Punk.
He got the biggest return pop ever and fans aren't sick of him yet 6 months later. In fact, it seems like he's just getting warmed up.

I guess it depends on what you mean - do you mean actual return pop? If so, Punk.
If you mean actual in-ring quality, it's HBK, simply because Punk's run is only just getting started.
