I don't mean "Exactly" as they appeared on screen and I'm not including legends and I don't mean the entire current roster is playable.
Rather, when was the last WWE game which, on release date, didn't have a single wrestler who had been released and was no longer under contract?
I recall WWE '13 having a fully accurate roster, and a quick double check confirms it (Eve was *still* with the company on the release date itself) so I think that might be the one.
Or, was this an anomaly and very, very few WWE games have an accurate release date roster?

Wrestlemania 2000 was up to date with the exception of Raven who debuted about a month before the game came out but by then it already started shipping.
Jericho had debuted shortly before the game came out but I’m guessing because they already had him built in Revenge they just added his model and had enough time to add his music and titantron.

Jericho had debuted shortly before the game came out but I’m guessing because they already had him built in Revenge they just added his model and had enough time to add his music and titantron. I think you meant No Mercy, because WM 2000 was released in '99, and Raven was back in ECW during that period after requesting his WCW release.

Let's just do the Smackdown games.
SD 1: Mar 2000 : Ken Shamrock had been gone for months
SD 2: Nov 2000: Viscera left in August.
JBI: Nov 2001: Malenko retired in the summer, but was still under contract, so technically would've been a fully intact roster, if it wasn't for the fact Eddie got fired a week before the release. So close.
SYM: Oct 2002: DDP retired and left in June. Hogan went on hiatus in the summer but still under contract. Stasiak left in September. X-Pac left in August.
HCTP: Oct 2003: Nash's last match was at Summerslam, not sure on his contract expiration as he went away for surgery. Piper was released in the summer but was included as a legend so escapes on a technicality. This might be intact depending on Nash's expiry.
SvR: Nov 2004: A-Train was released a day before the game. Sable left in August.
2006: Nov 2005: Haas, Giovanni, Jindrak let go in July. Hassan in September. Christian left for TNA a week before the game.
2007: Nov 2006: Kid Kash released in September. Angle left in August and went to TNA.
2008: Nov 2007: Lashley left in the summer. Masters released just before the game. Booker left October for TNA. Cor Von retired in September. Sabu left in May, Sandman in September.
2009: Nov 2008: Ashley left in July. Big Daddy V released in August. Cade got canned in October. Murdoch released in July.
2010: Oct 2009: Kennedy released in May. Kendrick canned in July. Umaga canned in June.
2011: Oct 2010: Batista left in June. Mickie and Knox fired in April. Shelton left in the spring.
So not a single game (except perhaps HCTP) with Smackdown branding was intact.

Looking at the 16 bit Games. The SNES version of Super Wrestlemania was released in March of 1992. They even had a little promotion of it when Gorillia and Brain played it on Prime Time Wrestling. And I believe it was a week or two before Wrestlemania 8.
The SNES roster had Hulk Hogan, The Undertaker, Randy Savage, Jake Roberts, Sid Justice, The Undertaker, Ted Dibiase, The Legion of Doom and The Natural Disasters.
Now every single one of those guys appeared at Wrestlemania 8, even LOD had a promo for the live crowd. So as of Wrestlemania 8, that game was completely up to date. However, Jake and Sid left right after and Hogan left for a hiatus and LOD left four months later. So Super Wrestlemania was an out of date game really quickly.

Raven wasn’t in Wrestlemania 2000 because that game debuted almost a year before he made his debut. I think you mean No Mercy. I see I got beat to it.

Yeah, Jericho debuted roughly 3 months before WM2K released and they very clearly just carried over assets from Revenge. Hell, Walls of Jericho is even called Liontamer

Man how much time did they need to make that crappy game? Going by the roster they probably started making it I would guess around late 87-early 88 just prior to Wrestlemania IV as the six guys in it were probably the six biggest wrestlers in the promotion at the time. Hogan was the guy, Andre was obviously a big deal, Dibiase was getting a main event push, Savage was on his way to becoming World Champion, HTM was in the middle of his super long IC title reign, and Bigelow was a newcomer getting a rocket push with the Battle for Bam Bam angle with the managers and getting a really strong showing at the first Survivor Series. However with it not being released until January 1989 that means it took them like a year to make it. That doesn't sound right.

If we're counting arcade games, Superstars, Wrestlefest, and Wrestlemania the Arcade Game had 100% accurate rosters for when they were released. Superstars did but Wrestlefest didn't. Apparently it was released in June 1991 and Crush of Demolition stopped appearing on TV after Wrestlemania VII and didn't resurface until post Wrestlemania VIII as babyface neon colored Crush. Smash was still around as he had some appearances into the summer putting guys over until being repackaged as Repo Man. There's no release date for Wrestlemania other then it came out in 1995. I remember spotting it arcades in the summer that year. If it came out in September then it would be out of date as that's when Luger showed up on Nitro. Even though the roster was up to date it was a game that obviously took a lot of time to make as it didn't come out until 95 sometime and going by the roster and looks of the wrestlers was started on sometime around Wrestlemania X in early 94.
