I see it as a lineage of Undertaker's?
Just like the Green Lantern ring choses it's next holder, the spirit of the Undertaker choses it's next host.
In WWE canon, the spirit of the Undertaker could inhabit any number of physical forms, so there is always an Undertaker, just not Mark Callaway.
Also, whereas retaining some aspects of Mark Callaway, such as raising the lights, every new Undertaker brings their own flavour to it.

As long as we didn't need to see Undertaker stripped down to underwear, be given a suit, and for someone like Priest to burn his clothes, absorbing his powers.
