I think you may be right.
I just looked it up and TNA/Impact surprisingly never booked Ariya Davari or Bobby Fish at any point.

Christopher Daniels did some job work for The 'E in 2001, he also worked for WCW and ECW (in 99), that as to be quite unbeatable

In a post WCW/ECW none because I am counting Lucha Underground in this.
PJ Black could do it if he ever pops up in AEW and NJPW.
Kross could have but seems AEW is off the books for him now.
Mundo only needs to show up in AEW and then ROH

Matt Sydal/Evan Bourne has I think right? Yeah, he Wrestled in a Gauntlet Match on Victory Road 2004.
Another one who has been in all promotions listed is Jeff Hardy, though his only NJPW match was an absolute stinker against Naito at Wrestle Kingdom V.

Sydal had a proper TNA/Impact run a few years ago. He won the X Division title, and the 3rd eye gimmick (I think he still uses?) was developed during his time there. He even had Josh Matthews as a manager VERY briefly. Yes, seriously.

Karl Anderson too. Idk if Gallows ever appeared for ROH. Gallows would have qualified but he missed the ROH Anniversary PPV he was scheduled for in 2015 due to weather. Anderson appeared without him.
