Would he have fit better here, if he left the WWF for ECW?
He wouldn't be surrounded by his self destructive friends. He has a whole roster Heyman would book him to go over.
ECW Champion who returns to the WWF in 1998 or 1999 as their world champion and starts a program with Steve Austin.
How would the fanbase accept 1997 HBK?

This was Shawn at his most stubborn. We're talking won't put Bret over, won't put Bulldog over, throw an in-ring tantrum - era Shawn here.
It'd completely sacrifice the year they built up Douglas with, and given that the entirety of ECW's 97's culminates in Douglas' big hometown moment at November to Remember 97, I can't picture a scenario where this even remotely works unless Shawn arrived in December, beats Douglas for the belt right away and Douglas takes an actual year off to get the surgeries he needs and healing instead of spending 1998 as the world champion who is the weakest link by every metric of the entire show. (Serious, having just revisited the entire year, the immediate dip in quality of Douglas due to injury between 97 and 98 is a contender for the all time biggest quality dips of a wrestler in a major promotion).

I think Shawn would have gotten the same reception from the ECW locker room that Scott Hall got when he showed up for a couple of appearances. Guys like Candido, Douglas and Bigelow that held a grudge for the way their WWF careers went because of the Kliq would have went out of their way to make Shawn's life hell there. Shawn was such a whiney bitch at the time he wouldn't have been able to handle it. He couldn’t even handle being in the WWF locker room when he was the man in that company.
If they could have gotten past all of that, it's a hell of a lot of fun to fantasy book. The thought of Shawn in the ECW Arena in 97 in front of that fanbase is fun.

this would be asking him to take a big pay cut and not be the top main event guy in order to be there in the first place, but you could use him on the wrestling side (ecw always had two sides - the brawling/throw each other through tables side, and the workrate/watch how good we can wrestle side), feud him with rvd as the long hair show off while doing great moves feud (like with them trying to outdo each other in showing off), you could do a ric flair/ricky steamboat "out with the girls" vs "married guy" feud with lance storm, and have a wrestling match on the show. Anything with shane/bam bam/candido isn't going to go well, and leave him out of the dudleys/new jack cheese grater stuff, but you can use him on the actual wrestling side of things. Him against taz might be interesting to see how it would go, suplexes and submissions vs high flying and the superkick. could have him play rick rude and go after beulah for a tommy dreamer feud.
