The Fire Pro games probably qualify, as do a lot of the 90s era WCW games (though some of them are just loaded up with non-wrestlers, the game developers, and random monsters and animals for some reason).

I was very impressed with Revenge's roster. It's not strictly everybody that was around, but outside of Flair and Wrath, it really did feel like they had damn near everybody of consequence.

Fire Pro Returns and Wrestling Empire have the biggest in-game roster numbering in the 300s each. Though World clearly surpasses them both when it comes to CAWs.

Virtual Pro Wrestling 64 and Virtual Pro Wrestling 2 both have huge rosters. VPW 64 is the Japanese version of WCW Vs nWo: World Tour, and basically has that roster as well as so many other leagues, adding legends as well as Pancrase fighters. Such a great variety.
I think the winner is gonna be some form of Fire pro game, but I think the VPW games deserve a mention.
