Starrcade was the bigger show during the 80's. 89-92 are a shitty a era, even though there's still a few good matches.
93 is built around Flair VS Vader, and just might be the greatest Starrcade main event of them all.
94 is a decent show that gets hated because of Hogan/Beefcake. I will say that Superbrawl V with Hogan/Vader (a truly underrated match btw) felt WAY bigger. Starrcade 95 sucks.
96 is built around Hogan/Piper, stupid non title shenanigans not withstanding, and has the awesome but overlooked Ultimato Dragon vs Dean Malenko match and the dream match of Liger vs Mysterio.
97 of course was the culmination of a newly 2 year story with Hogan/Sting and again, like 93 and 96 was treated as THE show.
98 with Nash/Goldberg was treated as the main show again. I don't remember the build up to 99 or 2000 that well, tho I enjoy the Sid vs Steiner match at 2000.
So all in all, I'd say Starrcade was the primary event more often than not.

Hogan vs. Beefcake was not even a bad main event.... if it was the WWF and it was 5 years earlier. So much of what they did with Hogan in WCW just felt like a "5 years later...." epilogue for his run in the WWF.
