Since 1994, every tenth Wrestlemania ending in a zero has had the night close with a superstar known for having really good matches winning a world title. Bret Hart at 10, Chris Benoit at 20, Daniel Bryan at 30.
2023 is Omos’s breakout year. Mark my words.

Well, it'll have to involve a 3 way storyline.
WM 10: Both Bret & Lex had shots against Yoko.
WM 2O: HBK & Benoit both had legitimate claims for a shot against HHH. Leading to the 3 way.
WM 30: Bryan & HHH fought to see who got into the main event , to face Batista and RKO.

I can see it being Sami. It's less than 2 years away so as long as he doesn't win a world title before then I think him winning his first one at Wrestlemania 40 to close out one of the nights would be great.

Only one technical wrestler, hailed as one of the top technical wrestlers in the world today, that's never won the big one can take it at WM40: {Spoiler}{SPOILER: CLICK TO SHOW} To be more serious, for that archetype of wrestler, the guys I can think of that would fit that mold on the current roster would be Chad, Finn and Sami, but maybe a returning WWE guy from AEW or wherever could fill that role as well if they continue the tradition.

So... Reigns v Rollins vs someone.
I used to have Johnny Gargano plugged into this spot but he's not in the company now!

Reigns (or Rollins) v Zayn v Owens with Sami winning. It would be fitting for Owens to be involved in Sami's big moment. They could even do the Benoit/Eddie WM XX thing and embrace after the match.

You know what would be hella funny? I had this idea last night of ZSJ somehow getting sick of NJPW and coming into WWE for a three way feud and he’s acting all genre savvy like he’s got this thing locked up. His promos are all “I’m the best grappler in the world, I’m destined to win at WrestleMania! Every decade! It’s the Technician Triple Triumph! It’s aligned for me!” Then the big match arrives and he has Roman or Cody in a hold and then he’s cashed in on by Madcap Moss and Moss is the new champ.

The X Wrestlemania main-event winners were either given "thank you" reigns, were acknowledged as the People's Choice for the top prize and/or were snakebit injury-wise. None of them were booked as heels at the time, either.
So, we'll see either Sami turn face against a Bloodline that's grown tired of his coattail-riding ass, or possibly a Finn Balor whose booking as heel is so atrocious yet whose work is seen as so beyond the booking that he's turned babyface again (potentially along with Priest and Ripley) and makes a dark-horse bid for the title. There's also Ezekiel coming in as a somewhat improved babyface running the great slow-burn push, Riddle (of course), Orton making one last kick at the can, Bron Breakker gets his call-up and steams through to the big night - there are a few in the offing.
Unfortunately, as long as Vince is booking, we can't be sure that he won't make the main event Lesnar vs. Cena vs The Rock vs The Undertaker.
