That Outlaws/Express match is a meme with a drugged or drunk Billy Gunn telling a shoot interview the match against New Midnight Express was "Me and Bart."
Koko B. Ware's time in WWF was so odd. He was around until the 1989 agent incident where I think he was fired and brought back and after that he would be on TV or a rare PPV but only used real sparingly. He was enjoyable and could take the loss so not sure why he wasn't used more for Rumbles or Survivor Series matches.
As for the Owen/Koko match-that may have been Koko's last TV match. He hadn't been on TV since early 1993 and the next time you see him was March or April 1994 beating Bastion Booger which was like a Barry Horowitz type of win! Was WWF paying him that whole time or was it a pay per appearance? If he was paid a whole year to do nothing, that should be investigated by the WWE board as well.

Did Glen Jacobs face any of his partners from his time as Isaac Yankem (mostly the ones he teamed with at Survivor Series 95) after he became Kane?
Loose use of this, but still.

Did Road Dogg and Jeff Jarrett ever square off in 98-99? 13.07.1999 World Wrestling Entertainment WWF Intercontinental Title: The Road Dogg defeats Jeff Jarrett (c) by DQ (1:30) WWF Sunday Night Heat #50 - TV-Show @ Rupp Arena in Lexington, Kentucky, USA This one is pretty loose as Valentine didnt really change gimmicks but Valentine and Beefcake faced off in 1989.

in 1992 Tito Santana, who was now known as El Matador, wrestled Rick Martel who was calling himself The Model. I'd always get a bit of a kick out of when they'd automatically go straight for each other when either would enter the Royal Rumble.

There was a pretty brief feud between Jeff Jarrett & Southern Justice vs. D-Generation X in 1998 after X-Pac cut Jarrett's hair, which led to the sides having a PPV match. At some point in the feud, Jarrett hit Road Dogg with a guitar and it caused a kayfabe throat injury for Road Dogg, so he couldn't do the signature singalong entrance.

Would the Skyscrapers count? No mention was ever made of their past when they main evented WM 13. Although I don't know if the combination of Mark and Sid ever existed since Mark was Sid's replacement after Sid was injured.
