Any chance their Wrestlemania 3 match would have been so memorable if they had gone in there making it up as they went along or with only a few spots and the finish planned?

Honestly, hard to answer because the sample size of Savage matches that weren't planned out in advance is somewhere between non-existant and minuscule. I mean, Steamboat was f***ing brilliant and could work matches with basically no planning, but we really don't know what Savage was capable of on the fly

While it was a good match for the standards of the day, I really don't think it's the 5 star classic that it was made out to be, and if anything, was a tad bit overrated. It didn't even fit the narrative going into the match. Steamboat was fired up and looking for revenge after putting him off the shelves for several months due to slamming his throat on the guard rail. It should've been a grudge match, not a bunch of flips, which both men are capable of doing. I actually found Savage's match with IWC whipping boy Ultimate Warrior(yes Warrior) at Wrestlemania VII much better given the drama involved.
Also, what's overlooked(due to how much praise the match receives) is those hokey doctor's visits Steamboat went to get his voice back.

I think it would be a smidge under their match at WM 3. The other day I was thinking about Savage for whatever reason.
To me he may be the best wrestler at bringing out the best in his opponent. Warrior, Hogan, Steamboat, and so on.

In a vacuum, if neither of those two guys had met before, it was a really good match. In fact, I had forgotten that this match followed Savage's attack on Steamboat that ended with Ricky swallowing his tongue and losing his ability to speak. vs. Hogan at WM5 and vs. Warrior at WM7 were both better than this match.

I've never gotten the impression that Savage meticulously scripted every match, just certain big PPV matches (which some old-school guys still weren't keen on going along with). I'm sure he could have done a great WrestleMania match on the fly, especially with a dance partner like Steamboat, but he probably wouldn't have been happy/confident about it.

I think it'd have still been good by virtue of them being great workers and the frame of the story, along with the standards of the day, being on their side. I do think that the tight structure was to its benefit for helping it stand out, though.
