Rowdy Piper returned to the WWF and Terry Funk debuted in the NWA / WCW in April 1989 on the same night, so what if they switched. What would Funk in 89 WWF and what would Pioer have done in 89 NWA / WCW.
Would Piper turn heel and feud with Flair, would Flair have turned face or remain heel. Would Piper and Steamboat renew their old feud?
I like to have seen face Piper vs heel Luger, those two would have worked great, Luger the arrogant young heel vs the popular legend who will break the rules if need be and is crazy. Pretty much his program with Rude only with Luger instead.
As for Funk in the WWF, Hogan has the upcoming program with Zeus so that is not going to be changed, the Warrior is in the middle of a feud with Rick Rude. Maybe Funk and Jake Roberts could have worked together either as opponents or tag partners.

Piper would've most likely feuded with Flair pretty quick as they were good pals in real life. Therefore Flair's face run wouldn't have happened as he likely would've been the heel with Piper being the face.
Funk it's hard to say as I don't think there was really a spot for him. I can only really see him being a heel and they were pretty loaded on the heel side. They had Savage, Dibiase, Rude, Andre, and Boss Man with guys like Perfect and Martel on the come up. He had already unsuccessfully challenged Hogan for the title during his previous run so that would be pointless. I see him mainly in the midcard feuding with the likes of Duggan and Beefcake and rekindling his rivalry with Dusty.

And who knows, with the way they rebranded the other NWA guys, he might have been repackaged. "Most of us enjoy the antics of one Brutus "the Barber" Beefcake, but not everyone is amused. Standing by with comments is a newcomer to the World Wrestling Federation. He's "The Rancher" Terry Funk..."

I never felt like Terry fit into the WWF at all. He's a certified legend of the business but he never felt like he was treated that way in the WWF. In 1989 I don't see what he would have done. He was small compared to most of those guys and they didn't really do the hardcore stuff at all.
Piper would fit in great with the NWA, challenging Flair.

Yeah, I think we already saw the limits of a WWF Funk push in '86. Mean cowboy who spits tobacco gimmick. I could see him in kind of a Bad News Brown spot as the pariah of the bad guy locker room. He beats Koko B. Ware and maybe Tito Santana or Hercules before settling into a feud with Beefcake or Dusty Rhodes if he's lucky, setting him up for an eventual squash with the Warrior.
Piper returning from Hollywood in '89 would be a huge pickup for WCW. I could actually see his comeback being better (albeit not bigger) in WCW, and there was a lot more room on the roster for him to be a spotlight act.

"Brutus "The Barber" Beefcake you jackass you wouldn't even last a day on the Double Cross Ranch!" Now that I think about it Beefcake had just finished a feud with another cowboy character from Texas in "Outlaw" Ron Bass who had just left the company. I can see them using The Rancher to be basically a continuation of that feud.
