Because if it's too full, then the bag could rip. Or food falls down into the inside of the can as you lift out.
Or worse, you get garbage water on your hands or floor.

Meh, doesn’t bother me. My bin is like 8 feet from my front door and I have to wheel that out to the curb every second Wednesday (we alternate weekly between garbage and recycling). Garbage is easy to deal with

I always wonder that about laundry. It's more waiting for the cycles to wrap up than anything.
