If they had committed to JR being his manager and pushed him I think he could have had a shot as a big monster heel but it wouldn't have lasted. WWE never has a good track record of using monster heels long term.

Remember when they thought British Bulldog could main event in the attitude era?
What made that era work was that the crazy gimmick guys of pornstars, pimps and vampires were made to look legitimate by beating martial arts experts, mma fighters and former footballers
Dr. Death would work as a legit guy to lose to Al snow or val venus. But in that era the gimmick guys were the stars, they're what people paid to see
Saying a one sentence catchphrase before your match drew more money in late 90s wwf than years in Japan did. To steal a recent phrase, they were a t-shirt company and it worked

Wrestling was still a series or vacuums back then rather than the fluid universe it's become now, and certain wrestlers just belonged in certain vacuums. Steve Williams was one of those guys, he was born to be this monster Gaijin in Japan, wrecking people and not having to do much else, but in North America in the late nineties where they were catering for the MTV, Jerry Springer, Howard Stern fuelled generation, that was never going to stick. This. He always struck me as being one of the quintessential Big In Japan wrestlers who got over there by essentially being a cartoon American, but while he wasn't worthless there, his appeal was going to be somewhat limited in most of the US because he didn't have that novelty value.

Maybe they could have made him Dr Death the Grim Reaper and give him the role in the Ministry meant for Dan Severn, except instead of the Beast, he's Death. Taker instead of Jim Ross sends him to mow people down, when Dr Death shows up Taker declares it's reaping time or something.
