During the Monday Night Wars, both WCW and the WWF created new divisions with the aim of capitalizing on the success of their rivals. In 1997 the WWF introduced their Light Heavyweight division in response to WCW's cruiserweight class, while WCW returned the favour in 1999 with their hardcore title, introduced just under a year after the WWF introduced their own belt.
Both titles are largely seen as pale imitations of their rivals, but between the two which did you feel was better (or in this case least worst)

Light Heavyweight seems like the easy answer here. At least you could rely on it for some generally decent matches, even if largely utterly meaningless ones with people no one really cared about, while the WCW Hardcore title was really only ever any good when it was involving Norman Smiley.

The WWF LW title had some good wrestlers compete for it even if it was mostly relegated to Sunday Night Heat or stuff like Jakked and Metal.
WCW Hardcore Title was basically DOA. Didn't help it came about during one of the worst creative periods in WCW's history.

Ooo, tough choice... yeah, gotta go with the WWF Light Heavyweight division. Good selection of wrestlers but it seemed like the slightly larger ring and the slightly looser ropes worked against them. Still much better than that Junkyard Battle mess.

the WCW Hardcore title was really only ever any good when it was involving Norman Smiley. While I agree with this, the stuff Norman Smiley did was GREAT! He's my all time favorite comedy wrestler, and the Hardcore title gets my vote.

I voted not reading fully and thinking you were talking about the WWF Hardcore division... I changed my vote after.
A lot of those guys in the Hardcore scene had more talant and charisma than a lot of the IC and US Title guys in the 00s did.

When I was a kid, I came up with the idea to have an Underdog Division. All it really amounted to was a fancy name for all the jobbers to go by.
