If this was a hard rule what do you think the matches would have been? I was thinking how if it was for the upcoming Wrestlemania the main events would probably be Roman v Sami for the men (assuming Sami turns face in the coming months) and Becky v Rhea for the women.
You can't retroactively turn anyone heel or face. It's just based off of their actual alignments at the time. You're allowed to do repeat matches. So if the top face and heel are the same for like 3 years straight you don't have to try and pick something different just for the sake of it. Some would be the same as what actually happened (I don't think anyone can argue against Hogan-Andre). Iconic face v face matches like Hogan/Warrior, Rock/Austin, Rock/Cena or Bret/Shawn would obviously have to be replaced though.
Wrestlemania 1 would surely be Hogan v Piper.
Wrestlemania 2000 would be Rock v HHH which it probably should have been.
X7 I'm not sure whether it would be Rock or Austin v HHH. Rock and Austin were pretty neck and neck in popularity at the time. It being in Texas and being pretty soon after Austin's big return maybe gives him the edge.
2009 would probably give us Cena v Orton who somehow never had a singles match at WM.

Some of these pain me, but it's my honest take. WM VIII is the trickiest, it was a real ensemble at the top of the card!

I assume you’re limiting this to in ring talent, otherwise Hogan’s fighting Heenan in the Silverdome brother.

Honestly, if that was more a house show thing, I could see Hogan having a five minute match with Heenan doing gangbusters. Sort of a stipulation where Hogan beats a member of the Heenan Family to be allowed at the Weasel.
